Two committees of the labour ministry on Wednesday proposed to double the annual 100 days of work guaranteed to the rural poor by India’s marquee welfare programme, but the ministry may pare the suggested increase before putting it up to the cabinet for approval.
The provision to provide work for 100 days to at least one member of every rural family under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) may be increased to 200 days, said a committee on employment generation and skill development. “This will provide more sustainability to employment being generated under the programme in rural areas,” it said in a report. A second panel, which dealt with job losses and a comprehensive package for protection of the labour force, also recommended an extension to 200 days. The suggestions came after fresh deliberations at the 43rd Indian Labour Conference (ILC) in New Delhi. Labour minister Malikarjun Kharge, however, said the recommendations to extend MGNREGS to 200 days could be difficult to implement. “The government spends some Rs.41,000 crore on MGNREGS. Doubling it will have its own impact,” he said. “We will make policy notes, carry departmental deliberations and then move it to the cabinet.
