During oral evidence of officials of agriculture ministry, finance ministry and Planning Commission, the panel found that the final allocations are pruned seeing past expenditure of the ministry.&nbsp;</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The panel, however, has taken a serious note of this practice.
