Terming it an empowering tool for farmers, the Prime Minister also emphasised why he wanted this e-platform to be launched on the birth anniversary of Babasaheb Bhim Rao Ambedkar who, he said, would always talk about empowering people.&lt;br /&gt;
&lt;br /&gt;
Referring to the features of such portal, he said though this scheme would naturally benefit farmers and other stakeholders including consumers and traders.&lt;br /&gt;
&lt;br /&gt;
&amp;quot;This is a turning point for the agriculture world... This initiative will usher in transparency which will greatly benefit the farmers...Farmers can decide when, where and at what price they can sell in the wholesale mandis online. Farmers will not be dependent on others. They will be able to decide on their own,&amp;quot; said Modi while addressing the gathering of farmers here at Vigyan Bhawan.&lt;br /&gt;
&lt;br /&gt;
Under the e-NAM, the farmers will initially be able to sell their produce through &#039;Mandis&#039; within the state. It will, however, be extended as a pan-India operation by 2017, allowing the farmers to sell the farm produce to any wholesale market across the country.&lt;br /&gt;

The facility will eventually link 585 mandis in India by March, 2018 -- making it possible to reach the goal of &#039;one nation and one market&#039; for agricultural and horticultural produce in India.&lt;br /&gt;

However, it can be done only when all the states amend their Agriculture Produce Market Committee (APMC) Act which currently regulates the trade of agricultural produce within a particular state. The amendment has to be done to ensure a single licence for trading to be valid across the state, single-point levy of market fee and provision for electronic auction as a mode for price discovery.&lt;br /&gt;
&lt;br /&gt;
Noting that the agriculture is a state subject, the Prime Minister asked such states, where APMC law does not exist, to come up with new &#039;Mandi&#039; law to facilitate online trading. &lt;br /&gt;

At present, there are two states - Kerala and Bihar - where there is no such law to regulate the trade of agriculture produce. Without taking names of these two states, the Prime Minister expressed his concerns as to how the absence of such law could be detrimental to the interests of farmers.&lt;br /&gt;

He, at the same time, urged the states where the APMC law is in place to make necessary amendments to ensure that the benefit of e-agri market reaches farmers.&lt;br /&gt;

Referring to the features of such portal, he said though this scheme would naturally benefit farmers and other stakeholders including consumers and traders.&lt;br /&gt;

This initiative will usher in transparency which will greatly benefit the farmers...Farmers can decide when, where and at what price they can sell in the wholesale mandis online. However, it can be done only when all the states amend their Agriculture Produce Market Committee (APMC) Act which currently regulates the trade of agricultural produce within a particular state. The amendment has to be done to ensure a single licence for trading to be valid across the state, single-point levy of market fee and provision for electronic auction as a mode for price discovery.&lt;br /&gt;

Noting that the agriculture is a state subject, the Prime Minister asked such states, where APMC law does not exist, to come up with new &#039;Mandi&#039; law to facilitate online trading. &lt;br /&gt;

At present, there are two states - Kerala and Bihar - where there is no such law to regulate the trade of agriculture produce. Without taking names of these two states, the Prime Minister expressed his concerns as to how the absence of such law could be detrimental to the interests of farmers.&lt;br /&gt;

He, at the same time, urged the states where the APMC law is in place to make necessary amendments to ensure that the benefit of e-agri market reaches farmers.&lt;br /&gt;

He called the move a &amp;quot;turning point&amp;quot; for the country&#039;s agriculture sector that would allow the farmers to decide &amp;quot;when, where and at what price&amp;quot; they sell their produce.&lt;br /&gt;
&lt;br /&gt;
Terming it an empowering tool for farmers, the Prime Minister also emphasised why he wanted this e-platform to be launched on the birth anniversary of Babasaheb Bhim Rao Ambedkar who, he said, would always talk about empowering people.&lt;br /&gt;
&lt;br /&gt;
Referring to the features of such portal, he said though this scheme would naturally benefit farmers and other stakeholders including consumers and traders.&lt;br /&gt;
&lt;br /&gt;
&amp;quot;This is a turning point for the agriculture world... This initiative will usher in transparency which will greatly benefit the farmers...Farmers can decide when, where and at what price they can sell in the wholesale mandis online. Farmers will not be dependent on others. They will be able to decide on their own,&amp;quot; said Modi while addressing the gathering of farmers here at Vigyan Bhawan.&lt;br /&gt;
&lt;br /&gt;
Under the e-NAM, the farmers will initially be able to sell their produce through &#039;Mandis&#039; within the state. It will, however, be extended as a pan-India operation by 2017, allowing the farmers to sell the farm produce to any wholesale market across the country.&lt;br /&gt;

The facility will eventually link 585 mandis in India by March, 2018 -- making it possible to reach the goal of &#039;one nation and one market&#039; for agricultural and horticultural produce in India.&lt;br /&gt;

However, it can be done only when all the states amend their Agriculture Produce Market Committee (APMC) Act which currently regulates the trade of agricultural produce within a particular state. The amendment has to be done to ensure a single licence for trading to be valid across the state, single-point levy of market fee and provision for electronic auction as a mode for price discovery.&lt;br /&gt;
&lt;br /&gt;
Noting that the agriculture is a state subject, the Prime Minister asked such states, where APMC law does not exist, to come up with new &#039;Mandi&#039; law to facilitate online trading. &lt;br /&gt;
&lt;br /&gt;
At present, there are two states - Kerala and Bihar - where there is no such law to regulate the trade of agriculture produce. Without taking names of these two states, the Prime Minister expressed his concerns as to how the absence of such law could be detrimental to the interests of farmers.&lt;br /&gt;

He, at the same time, urged the states where the APMC law is in place to make necessary amendments to ensure that the benefit of e-agri market reaches farmers.&lt;br /&gt;

Noting various pro-farmer initiatives taken by his government, the Prime Minister also said that the agriculture sector has to be seen &amp;quot;holistically&amp;quot; to provide maximum benefit to the farmers. &lt;br /&gt;

The centre has also planned to deploy a trained person for one year at every linked mandi to facilitate the smooth functioning of the portal. PM launches e-NAM, calls it turning point for agri sector -Vishwa Mohan

-The Times of India NEW DELHI: The Prime Minister Narendra Modi on Thursday launched e-National Agriculrure Market (e-NAM), connecting 21 wholesale markets (Mandis) in eight states. He called the move a "turning point" for the country's agriculture sector that would allow the farmers to decide "when, where and at what price" they sell their produce. Terming it an empowering tool for farmers, the Prime Minister also emphasised why he wanted this e-platform to be launched on the birth anniversary of Babasaheb Bhim Rao Ambedkar who, he said, would always talk about empowering people. Referring to the features of such portal, he said though this scheme would naturally benefit farmers and other stakeholders including consumers and traders. "This is a turning point for the agriculture world... This initiative will usher in transparency which will greatly benefit the farmers...Farmers can decide when, where and at what price they can sell in the wholesale mandis online. Farmers will not be dependent on others. They will be able to decide on their own," said Modi while addressing the gathering of farmers here at Vigyan Bhawan. Under the e-NAM, the farmers will initially be able to sell their produce through 'Mandis' within the state. It will, however, be extended as a pan-India operation by 2017, allowing the farmers to sell the farm produce to any wholesale market across the country. The facility will eventually link 585 mandis in India by March, 2018 -- making it possible to reach the goal of 'one nation and one market' for agricultural and horticultural produce in India. However, it can be done only when all the states amend their Agriculture Produce Market Committee (APMC) Act which currently regulates the trade of agricultural produce within a particular state. The amendment has to be done to ensure a single licence for trading to be valid across the state, single-point levy of market fee and provision for electronic auction as a mode for price discovery. Noting that the agriculture is a state subject, the Prime Minister asked such states, where APMC law does not exist, to come up with new 'Mandi' law to facilitate online trading. At present, there are two states - Kerala and Bihar - where there is no such law to regulate the trade of agriculture produce. Without taking names of these two states, the Prime Minister expressed his concerns as to how the absence of such law could be detrimental to the interests of farmers. He, at the same time, urged the states where the APMC law is in place to make necessary amendments to ensure that the benefit of e-agri market reaches farmers. Noting various pro-farmer initiatives taken by his government, the Prime Minister also said that the agriculture sector has to be seen "holistically" to provide maximum benefit to the farmers. Under the e-NAM, software for the project will be provided to all the willing states without cost. The centre has also planned to deploy a trained person for one year at every linked mandi to facilitate the smooth functioning of the portal. Besides, farmers will be provided "farmer helpline services round the clock" for obtaining information related to this portal. Addressing the farmers on the occasion of the e-NAM launch, the Union agriculture minister Radha Mohan Singh said, "If states cooperate, all 585 Mandis will be linked by March next year instead of the current plan to complete it by March, 2018".
