Education is essential as it enables us to build a new world. Education is essential as it enables us to build a new world. It is magical because it helps us rediscover ourselves,&rdquo; goes Manmohan Singh&rsquo;s message, which has been sent to all the state governments.<br /><br />It describes Singh&rsquo;s struggles as a child seeking education in a village that lacked electricity. He studied by an earthen lamp and walked miles to reach school.<br /><br />&ldquo;I worked as hard as I could and the nation has always rewarded me for my efforts. I owe to education everything that I have achieved.... This is why I believe that education can help us realise our aspirations,&rdquo; Singh says.<br /><br />&ldquo;I promise that India will provide opportunities to all of you to fulfil your hopes and dreams. On National Education Day, the government will launch a country-wide campaign, Shiksha Ka Haq Abhiyan, to spread awareness about the Right to Education Act, which came into force in April last year.<br /><br />Experts, though, feel the quality of education is falling at government schools, largely because of a scarcity of teachers and lack of training.<br /><br />&ldquo;Five to six lakh teaching posts are vacant in elementary schools. Another five to six lakh teachers are untrained. Even a labourer is not interested in sending his child to a government school because of the poor quality of education,&rdquo; educationist J.S. Rajput said.<br /><br />He said half the elementary schools lack classrooms, toilets and drinking water. Some 15 states are yet to notify rules to implement the RTE Act, and official data show that 80 lakh children still don&rsquo;t go to school.<br /><br /></div>'
