                <p align="justify"><font ></font></p><p align="justify"><font >Inadequate socio-economic infrastructure is the major cause for the backwardness of Muslims in 90 districts, which has a concentration of the community, across the country, according to a survey conducted by the Indian Council of Social Science Research (ICSSR).</font></p><p align="justify"><font >In its interim report submitted to the Union Ministry for Minority Affairs, the ICSSR said lack of access to educational institutions, inadequate number of educational institutions, a low literacy rate among parents and poor implementation of the Integrated Child Development Services Scheme (ICDS), besides poor participation of Muslims in the professional and managerial cadre, led to their backwardness.</font></p><p align="justify"><font >The premier social science research institute conducted the survey based on the Justice Rajendra Sachchar Committee's report. It submitted the interim report to Union Miniset for Minority Affairs Salman Khurshid. It prepared 90 separate reports, one for each district. The final report will be submitted soon. The Ministry granted Rs. 2.6 crore to the ICSSR for the survey, its chairman Javeed Alam said.</font></p><p align="justify"><font >Speaking to The Hindu, on the sidelines of a seminar on &lsquo;Global Relationships in Indian Perspective' at the Institute for Social and Economic Change (ISEC) here on Tuesday, Prof. Alam said the reluctance of banks to grant loans to Muslims was another factor for their backwardness. &ldquo;In most cases, banks are biased, and there are no criteria for rejecting loan applications of Muslims.&rdquo; The average amount of loans banks disbursed to Muslims was lower than what was given to other minorities.</font></p><p align="justify"><font >Referring to the implementation of the Central government-sponsored ICDS in the 90 districts, Prof. Alam said malnutrition among Muslim children was more than among the children of other communities, owing to faulty implementation. Villages with greater Muslim concentration were not well served with approach roads and other infrastructure; this was highlighted by the Sachchar Committee report too, he said.</font></p><p align="justify"><font >Pointing to the high number of dropouts among Muslim students, he said there was a significant inverse relationship between the proportion of the Muslim population and the availability of educational infrastructure in villages.</font></p><p align="justify"><font >Prof. Alam and Ranjit Sinha, member-secretary, ICSSR, said the ICSSR had urged the Union Human Resource Development Ministry to increase the institute's annual budget outlay from Rs. 55 crore to Rs. 160 crore.
