The court ruled that state legislature is competent and has the authority to form laws for state boards, the Central Board of Secondary Education (CBSE) and the Indian Certificate of Secondary Education (ICSE).&lt;br /&gt;
&lt;br /&gt;
The HC rejected the contention of the CBSE and minority schools which had said that the state government cannot regulate them.&lt;br /&gt;
&lt;br /&gt;
The Gujarat Self Financed Schools (Regulation of Fees) Act came into force in April this year after Governor O P Kohli gave his assent to the said Bill on April 12.&lt;br /&gt;
&lt;br /&gt;
