The notification has been issued by additional chief secretary Viswajeet Khanna under the Punjab Preservation of Sub-Soil Water Act, 2009 which has fixed to sow paddy nursery for May 20 and transplantation of the crop in the fields to June 20, each year.&lt;br /&gt;

This is the third time when the government has issued notification making paddy sowing before prescribed date illegal. Earlier, the government had notified sowing dates in 2008 and 2014 when these were fixed for June 10 and June 15, respectively.&lt;br /&gt;

As per the latest studies, the groundwater in Punjab is receding at a rate of 70 cm every year. In its report, the PPCB had stated that the as many as 108 blocks in the state had fallen in the &amp;ldquo;dark zone&amp;rdquo;, where water table had fallen drastically due to excessive extraction of the underground water.&lt;br /&gt;
&lt;br /&gt;
Viswajeet Khanna said the decision has been taken on the recommendation of PAU and the PPCB. He said over the last five years the PAU had developed short sown varieties of paddy which take 20 days less to mature.&lt;br /&gt;

PPCB chairman KS Pannu said they had proposed that the paddy transplantation dates should be aligned with the onset of monsoon as the fast receding subsurface water could throw up a huge environmental challenge for the state.                 <div align="justify">-The Times of India<br /><br /><em>PATIALA: </em>In a move aimed at preventing &lsquo;desertification&rsquo; of Punjab by saving more than 24 lakh million litres of water in just five days, the state government has issued a notification to delay the paddy sowing by another five days.<br /><br />The five-day delay would be saving enough water to meet all requirements of the state (including domestic and industrial) for over one and a half years.<br /><br />The notification has been issued by additional chief secretary Viswajeet Khanna under the Punjab Preservation of Sub-Soil Water Act, 2009 which has fixed to sow paddy nursery for May 20 and transplantation of the crop in the fields to June 20, each year.<br /><br />This is the third time when the government has issued notification making paddy sowing before prescribed date illegal. Earlier, the government had notified sowing dates in 2008 and 2014 when these were fixed for June 10 and June 15, respectively.<br /><br />The move comes in wake of a proposed mooted by the Punjab Pollution Control Board (PPCB) and the Punjab Agricultural University (PAU), which had in January this year shot letters to the state government to delay the paddy sowing by 10 days. Responding to the suggestion, the government decided to delay it by five days.<br /><br />As per the latest studies, the groundwater in Punjab is receding at a rate of 70 cm every year. In its report, the PPCB had stated that the as many as 108 blocks in the state had fallen in the &ldquo;dark zone&rdquo;, where water table had fallen drastically due to excessive extraction of the underground water.<br /><br />Viswajeet Khanna said the decision has been taken on the recommendation of PAU and the PPCB. He said over the last five years the PAU had developed short sown varieties of paddy which take 20 days less to mature.<br /><br />PPCB chairman KS Pannu said they had proposed that the paddy transplantation dates should be aligned with the onset of monsoon as the fast receding subsurface water could throw up a huge environmental challenge for the state. Earlier, the government had notified sowing dates in 2008 and 2014 when these were fixed for June 10 and June 15, respectively.&lt;br /&gt;&lt;br /&gt;The move comes in wake of a proposed mooted by the Punjab Pollution Control Board (PPCB) and the Punjab Agricultural University (PAU), which had in January this year shot letters to the state government to delay the paddy sowing by 10 days. Responding to the suggestion, the government decided to delay it by five days.&lt;br /&gt;&lt;br /&gt;As per the latest studies, the groundwater in Punjab is receding at a rate of 70 cm every year. In its report, the PPCB had stated that the as many as 108 blocks in the state had fallen in the &amp;ldquo;dark zone&amp;rdquo;, where water table had fallen drastically due to excessive extraction of the underground water.&lt;br /&gt;&lt;br /&gt;Viswajeet Khanna said the decision has been taken on the recommendation of PAU and the PPCB. 	'disp' => '<div align="justify">-The Times of India<br /><br /><em>PATIALA: </em>In a move aimed at preventing &lsquo;desertification&rsquo; of Punjab by saving more than 24 lakh million litres of water in just five days, the state government has issued a notification to delay the paddy sowing by another five days.<br /><br />The five-day delay would be saving enough water to meet all requirements of the state (including domestic and industrial) for over one and a half years.<br /><br />The notification has been issued by additional chief secretary Viswajeet Khanna under the Punjab Preservation of Sub-Soil Water Act, 2009 which has fixed to sow paddy nursery for May 20 and transplantation of the crop in the fields to June 20, each year.<br /><br />This is the third time when the government has issued notification making paddy sowing before prescribed date illegal. Earlier, the government had notified sowing dates in 2008 and 2014 when these were fixed for June 10 and June 15, respectively.<br /><br />The move comes in wake of a proposed mooted by the Punjab Pollution Control Board (PPCB) and the Punjab Agricultural University (PAU), which had in January this year shot letters to the state government to delay the paddy sowing by 10 days. Responding to the suggestion, the government decided to delay it by five days.<br /><br />As per the latest studies, the groundwater in Punjab is receding at a rate of 70 cm every year. In its report, the PPCB had stated that the as many as 108 blocks in the state had fallen in the &ldquo;dark zone&rdquo;, where water table had fallen drastically due to excessive extraction of the underground water.<br /><br />Viswajeet Khanna said the decision has been taken on the recommendation of PAU and the PPCB.
