                <div align="justify">-The Telegraph</div><p align="justify">&nbsp;</p><p align="justify"><em>New Delhi: </em>Two panels examining the education standards of SC/STs and OBCs have urged the Centre to enact a law to implement admission quotas for them at private institutions of study.</p><p align="justify">The panels, set up by a national monitoring committee for education of SC/STs and persons with disabilities, have suggested that private higher study institutions must implement quotas of 15 per cent for SCs, 7.5 per cent for STs and 27 per cent for OBCs.</p><p align="justify">P.S. Krishnan, a former secretary of the National Commission for Backward Classes and a member of one of the panels, said the Constitution provided for reservation for the three communities but it was not being implemented in the absence of a specific law.</p><p align="justify">He said the Constitution was amended in 2006 and Article 15(5) inserted to provide reservation in admission to students from these communities in educational institutions, including those in the private sector.</p><p align="justify">The Centre has been implementing reservation for SC/STs and OBCs in its own institutions. But there is no quota in private institutions.</p><p align="justify">Krishnan said the way private institutions were expanding, they would dominate the education sector in the future. So, it was imperative that they implement the quota provided for in the Constitution.</p><p align="justify">According to a report on higher education in India compiled by the UGC, the enrolment rate of youths in the 18-23 age group was 19 per cent in 2011.</p><p align="justify">While the enrolment rate of SCs in higher education was 10.2 per cent, that of STs was a meagre 4.4 per cent. The enrolment rate of OBCs was also low.</p><p align="justify">&quot;Our society is extremely discriminatory based on castes. You need extremely strong action to correct it. So, we have recommended reservation in private institutions,&quot; Krishnan said.</p><p align="justify">Professor Sukhadeo Thorat, who heads another standing committee on welfare of SCs/STs, said the draft reports of the panels had been received. A conference of all stakeholders would be held soon to discuss the recommendations.</p><p align="justify">This issue has been highlighted by various forums in the past. P.S. Krishnan, a former secretary of the National Commission for Backward Classes and a member of one of the panels, said the Constitution provided for reservation for the three communities but it was not being implemented in the absence of a specific law.

He said the Constitution was amended in 2006 and Article 15(5) inserted to provide reservation in admission to students from these communities in educational institutions, including those in the private sector.
