For the 2013-14 period, in primary section, for every 100 boys, the ratio of girls enrolled is 87, said the District Information System for Education (DISE) survey. This is less than the national average of 93 girls for 100 boys. The state's performance is poorer compared to states like Bihar (98), Uttar Pradesh (95) and neighboring Madhya Pradesh (91), which have poor infrastructure.</p><p align="justify">The grim picture raised questions as government has launched special schemes and polices to ensure rise in enrollment of girl students. Even the progress in Right to Education (RTE) parameters, which includes infrastructure development, has failed to improve the situation of girl students.</p><p align="justify">The ratio of girls was 89 in 2011-12 and 88 in 2012-13. The decline in ratio is also factored by the high dropout among girl students. The report highlights doesn't paint any rosy picture for the secondary section either. The ratio of girls to boys is 81 in the secondary level, whereas the national average is 95 girls to 100 boys in classes VI-VIII. This indicates that drop in number of girls after primary classes, is increasing in the state. The proportion of school dropouts for girls in the 11-14 age group, jumped from 11.2% in 2012 to 12.1% in 2013. The all India figure is 6% dropout in 2012 and 5.5% in 2013.</p><p align="justify">In 2013-14, the total number of girls in classes, 1-V, were 39 lakh and during the same year the total number of girls in classes VI-VIII were 17 lakh. Analysing the figures, KB Kothari, former advisor of UNICEF in New York, said, &quot;Insuring general and social equity in elementary education is huge challenge for the state. The non-availability of teachers and separate toilets for boys and girls in many schools are also reasons for the decline in numbers.
