Ramesh plans bank for women SHGs by Ruhi Tewari

To promote self-employment among people living below poverty line (BPL), particularly women, the rural development ministry proposes to set up a dedicated national bank for women self-help groups (SHGs) and also lower the interest rate on the credit they receive from any nationalized bank.

Rural development minister Jairam Ramesh on Monday said he will soon take up both these proposals with the finance ministry.
“We have proposed a detailed paper for a national bank and we will take up the matter with the finance minister,” Ramesh said, adding that the interest rate on bank loans to SHGs should be at par with that of agricultural loans.
Crop loans are available to farmers at 4-7% interest, while SHGs pay more than 9% interest on loans.

“A dedicated national bank to provide credit to women SHGs is likely to help these groups as well as promote rural livelihood, provided that these banks also set up a mechanism to monitor the functioning of these SHGs,” said Rupayan Pal, associate professor, Indira Gandhi Institute of Development Research (IGIDR). “Otherwise, there is a danger of such groups just taking credit and siphoning the money off without any gainful activities.”

The ministry on Monday signed a $1 billion (approximately `4,600 crore) credit agreement with the World Bank for the National Rural Livelihoods Project (NRLP), which will partly fund its recently launched poverty reduction initiative—the National Rural Livelihoods Mission (NRLM).

NRLM aims to reduce poverty among rural BPL families by promoting self-employment. The NRLP will now make specific additional investments under NRLM in 12 states—Bihar, Chhattisgarh, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal—that account for around 85% of India’s rural poor.


While proposing a new name, Aajeevika, for NRLM, Ramesh said it was the “most important flagship programme” of the Congress-led United Progressive Alliance (UPA) government’s second term, which began in 2009.

“What (MG)NREGA (Mahatma Gandhi National Rural Employment Guarantee Act) was to UPA I (first term of UPA, 2004-2009), NRLM will be to UPA II,” Ramesh said. The government promised 100 days of employment every year to one person from every rural household under MGNREGA.
