Director, Asian Development Research Institute, P P Ghosh, said the savings rate had increased from 12% in 1951 to 35% in 2011. Most of the savings rate increase took place during economic reforms, but during liberalization the entire focus was on urban sector. So, the rural economy suffered, he said and added that in the last 20 years, the agriculture growth was slightly above 2%. He said that domestic market was the main strength of any economy in the world. But, it was not under focus in India during economic reforms as the domestic market comprised around 80% rural people, most of whom were poor. &lt;br /&gt;

PU teacher N K Chaudhary said that the recent alleged scams had exposed the drawbacks of economic reforms. He recalled noted economist Amartya Sen&#039;s remark that the level of people&#039;s nutrition in Bangladesh was better than in India, which had undergone economic reforms. He alleged that in Bihar, outsourcing had become the latest trend ignoring the role of the state. He said that the lack of reforms in banking and insurance sectors in India had saved it during recession. &lt;br /&gt;

Principal secretary, industries, C K Mishra, said that during economic reforms private sector investment coupled with public sector investment in core sectors was in the right perspective. The government has to create a conducive environment for investment in the private sector. Whether economic reforms spread uniformly along the social spectrum was indeed a moot point, he said. &lt;br /&gt;
&lt;br /&gt;
Bihar Industries Association&#039;s ex-president K P S Keshri said that local entrepreneurs had doubled their investment in Bihar, but despite the government&#039;s effort to woo outside investment it could not materialize during this economic reforms period. He said the present state government had laid stress on the growth of agriculture. &lt;br /&gt;
&lt;br /&gt;
CII&#039;s eastern region vice-chairman Satyajeet Kumar Singh said that during reforms the private sector had strengthened and foreign direct investments had increased. Despite this, 80% population still has a daily income of Rs 20 only as per Tendulkar Committee report, he added.&lt;br /&gt;

                <br /><div align="justify">Experts at a discussion on &quot;Two decades of economic reforms: The way forward&quot;, organized by CII, Bihar state centre, said the economic reforms had not lessened the urban-rural divide; hence rural people could not generate substantial demand in the economy, though the savings rate enhanced in the last two decades. <br /><br />Director, Asian Development Research Institute, P P Ghosh, said the savings rate had increased from 12% in 1951 to 35% in 2011. Most of the savings rate increase took place during economic reforms, but during liberalization the entire focus was on urban sector. So, the rural economy suffered, he said and added that in the last 20 years, the agriculture growth was slightly above 2%. He said that domestic market was the main strength of any economy in the world. But, it was not under focus in India during economic reforms as the domestic market comprised around 80% rural people, most of whom were poor. <br /><br />PU teacher N K Chaudhary said that the recent alleged scams had exposed the drawbacks of economic reforms. He recalled noted economist Amartya Sen's remark that the level of people's nutrition in Bangladesh was better than in India, which had undergone economic reforms. He alleged that in Bihar, outsourcing had become the latest trend ignoring the role of the state. He said that the lack of reforms in banking and insurance sectors in India had saved it during recession. <br /><br />Principal secretary, industries, C K Mishra, said that during economic reforms private sector investment coupled with public sector investment in core sectors was in the right perspective. The government has to create a conducive environment for investment in the private sector. Whether economic reforms spread uniformly along the social spectrum was indeed a moot point, he said. <br /><br />Bihar Industries Association's ex-president K P S Keshri said that local entrepreneurs had doubled their investment in Bihar, but despite the government's effort to woo outside investment it could not materialize during this economic reforms period. He said the present state government had laid stress on the growth of agriculture. <br /><br />CII's eastern region vice-chairman Satyajeet Kumar Singh said that during reforms the private sector had strengthened and foreign direct investments had increased.
