Relief eludes 44 deemed ‘unworthy’

-The Telegraph   Nearly four dozen deemed universities, found unfit for the tag by a review panel two years ago, have got no respite from another committee that was set up under Supreme Court instructions to re-examine their deficiencies. A three-member panel of current and former HRD ministry officials heard each of the 44 varsities deemed “unworthy” of the label and decided not to differ from what the review panel had said. The ministry has accepted the report, which was yesterday submitted before the Supreme Court. Nearly two lakh students are pursuing higher studies in these institutions. However, the apex court has already said that any adverse decision should not affect students. Before drawing up its report, a copy of which is in the possession of The Telegraph, the committee of officers had consulted the earlier review panel, which was later converted into a committee of experts. In their report, ministry special secretary Ashok Thakur, additional secretary N.K. Sinha and former additional secretary S.K. Ray said the committee of officers “finds no reason to deviate from the conclusions drawn by the committee of experts”. The ministry had in July 2009 set up the expert panel headed by Prof. P.N. Tandon to review the functioning of all the 129 deemed universities. The Tandon panel found the 44 “unworthy” of the status for lagging on nine parameters, including research output, faculty resources and award of degrees, and recommended immediate withdrawal of the tag. Some of these 44 then moved the apex court, which is also hearing a public interest petition in the matter. In January, the court asked the ministry to seek explanations from each of the 44 on the deficiencies pointed out by the panel. The ministry then set up the committee of officers.
