&lt;br /&gt;
The three-page report approved by deputy commissioner Rahul Purwar and SP Kuldeep Dwivedi said FIR number 20/11 dated March 3 was lodged on the statements of Shamda Bibi (30), the sister of the deceased.&lt;br /&gt;

The police had lodged the case under various sections of IPC and Criminal Law (Amendment) Act against eight accused Sudarshan alias Nand Kishore Bharti, Shanker Dubey, Vijay Dubey, Purshotam Prasad, Arun Singh, Bashishtha Tiwari, Premchand Singh and Dev Singh. Only Arun Singh has been arrested till now.&lt;br /&gt;

Sudharshan is a zonal commander of the Koel Sankh zone of CPI (Maoist) of Pratappur block in Chatra district.&lt;br /&gt;

Ansari, along with his associate Bhukhan Singh, had exposed corruption in the&amp;nbsp; MGNREGA and based on the complaints three persons, including BDO Kailash Sahu, were arrested for defalcation of funds.&lt;br /&gt;

Ansari and his associates had lodged several cases with Manika police station against corrupt practices in the MGNREGA and the nexus between officials and contractors.&lt;br /&gt;
&lt;br /&gt;
DGP Gauri Shanker Rath termed Ansari as man of &amp;quot;debatable character&amp;quot; and said a number of cases and arrest warrants were pending against him. According to sources, a warrant of arrest is also pending against Ansari.&lt;br /&gt;

The inquiry report also said Ansari and his associates had tried to acquire the forest land illegally due to which huts of about 20 scheduled tribes were burnt on September 7, 2010, and the entire village was divided in terms of support.&lt;br /&gt;

Dwivedi said the police are investigating the case and raids are on to arrest the other accused. &amp;quot;All possibilities behind the murder are being looked into and assailants will be booked,&amp;quot; said the SP.&lt;br /&gt;

Police sources said investigations are going on three angles of involvement of Maoists in the murder, personal rivalry and whether it was a fallout of a nexus between rebels, officials and criminals in the MGNREGA.&lt;br /&gt;

                <div align="justify">The Latehar district administration has sent a report to the Union home ministry, highlighting the possible reason of the murder of MGNREGA activist Niyamat Ansari.<br /><br />Ansari, a social activist and an associate of socio-economist Jean Dreze, was beaten up by an armed group of Maoists and members of Van Raksha Samiti on the night of March 2 after he was dragged out of his house at Jerua village in Manika block of the district.<br /><br />He succumbed to injuries while undergoing treatment at Latehar Sadar hospital.<br /><br />The killers had alleged that Ansari did not abide by the Maoist diktat not to encroach forest land situated on the vicinity of the heavily Naxalite-affected Jerua village.<br /><br />The three-page report approved by deputy commissioner Rahul Purwar and SP Kuldeep Dwivedi said FIR number 20/11 dated March 3 was lodged on the statements of Shamda Bibi (30), the sister of the deceased.<br /><br />The police had lodged the case under various sections of IPC and Criminal Law (Amendment) Act against eight accused Sudarshan alias Nand Kishore Bharti, Shanker Dubey, Vijay Dubey, Purshotam Prasad, Arun Singh, Bashishtha Tiwari, Premchand Singh and Dev Singh. &lt;br /&gt;
The three-page report approved by deputy commissioner Rahul Purwar and SP Kuldeep Dwivedi said FIR number 20/11 dated March 3 was lodged on the statements of Shamda Bibi (30), the sister of the deceased.&lt;br /&gt;
&lt;br /&gt;
The police had lodged the case under various sections of IPC and Criminal Law (Amendment) Act against eight accused Sudarshan alias Nand Kishore Bharti, Shanker Dubey, Vijay Dubey, Purshotam Prasad, Arun Singh, Bashishtha Tiwari, Premchand Singh and Dev Singh. Only Arun Singh has been arrested till now.&lt;br /&gt;
&lt;br /&gt;
Sudharshan is a zonal commander of the Koel Sankh zone of CPI (Maoist) of Pratappur block in Chatra district.&lt;br /&gt;
&lt;br /&gt;
Ansari, along with his associate Bhukhan Singh, had exposed corruption in the&amp;nbsp; MGNREGA and based on the complaints three persons, including BDO Kailash Sahu, were arrested for defalcation of funds.&lt;br /&gt;

Ansari and his associates had lodged several cases with Manika police station against corrupt practices in the MGNREGA and the nexus between officials and contractors.&lt;br /&gt;
&lt;br /&gt;
DGP Gauri Shanker Rath termed Ansari as man of &amp;quot;debatable character&amp;quot; and said a number of cases and arrest warrants were pending against him. According to sources, a warrant of arrest is also pending against Ansari.&lt;br /&gt;

The inquiry report also said Ansari and his associates had tried to acquire the forest land illegally due to which huts of about 20 scheduled tribes were burnt on September 7, 2010, and the entire village was divided in terms of support.&lt;br /&gt;

Dwivedi said the police are investigating the case and raids are on to arrest the other accused. &amp;quot;All possibilities behind the murder are being looked into and assailants will be booked,&amp;quot; said the SP.&lt;br /&gt;

Police sources said investigations are going on three angles of involvement of Maoists in the murder, personal rivalry and whether it was a fallout of a nexus between rebels, officials and criminals in the MGNREGA.&lt;br /&gt;

$disp = '<div align="justify">The Latehar district administration has sent a report to the Union home ministry, highlighting the possible reason of the murder of MGNREGA activist Niyamat Ansari.<br /><br />Ansari, a social activist and an associate of socio-economist Jean Dreze, was beaten up by an armed group of Maoists and members of Van Raksha Samiti on the night of March 2 after he was dragged out of his house at Jerua village in Manika block of the district.<br /><br />He succumbed to injuries while undergoing treatment at Latehar Sadar hospital.<br /><br />The killers had alleged that Ansari did not abide by the Maoist diktat not to encroach forest land situated on the vicinity of the heavily Naxalite-affected Jerua village.<br /><br />The three-page report approved by deputy commissioner Rahul Purwar and SP Kuldeep Dwivedi said FIR number 20/11 dated March 3 was lodged on the statements of Shamda Bibi (30), the sister of the deceased.<br /><br />The police had lodged the case under various sections of IPC and Criminal Law (Amendment) Act against eight accused Sudarshan alias Nand Kishore Bharti, Shanker Dubey, Vijay Dubey, Purshotam Prasad, Arun Singh, Bashishtha Tiwari, Premchand Singh and Dev Singh. Only Arun Singh has been arrested till now.<br /><br />Sudharshan is a zonal commander of the Koel Sankh zone of CPI (Maoist) of Pratappur block in Chatra district.<br /><br />Ansari, along with his associate Bhukhan Singh, had exposed corruption in the&nbsp; MGNREGA and based on the complaints three persons, including BDO Kailash Sahu, were arrested for defalcation of funds.<br /><br />Ansari and his associates had lodged several cases with Manika police station against corrupt practices in the MGNREGA and the nexus between officials and contractors.<br /><br />DGP Gauri Shanker Rath termed Ansari as man of &quot;debatable character&quot; and said a number of cases and arrest warrants were pending against him. According to sources, a warrant of arrest is also pending against Ansari.<br /><br />The inquiry report also said Ansari and his associates had tried to acquire the forest land illegally due to which huts of about 20 scheduled tribes were burnt on September 7, 2010, and the entire village was divided in terms of support.<br /><br />Dwivedi said the police are investigating the case and raids are on to arrest the other accused. &quot;All possibilities behind the murder are being looked into and assailants will be booked,&quot; said the SP.<br /><br />Police sources said investigations are going on three angles of involvement of Maoists in the murder, personal rivalry and whether it was a fallout of a nexus between rebels, officials and criminals in the MGNREGA.<br /><br />Meanwhile, Bhukhan, who is taking shelter at the block office beside a CRPF camp after facing threat to life from Maoists, said the forest was their land and they had every right over it. Singh, however, termed the cases against him and his deceased associate &quot;fake&quot;, saying they were being falsely implicated by the persons, who did not want corruption in the MGNREGA to be exposed.<br /><br />He said a fortnight back they had exposed defalcation of Rs 2.56 lakh in the MGNREGA, involving BDO, panchayat sevak and a postmaster.<br /><br />Shamda Bibi, Ansari's sister, said no villager came out for help when the Maoists were beating the deceased and no one came forward in their support. &quot;Our whole family was dependent on Niyamat and the government should give us compensation,&quot; said Shamda.<br /><br />Ritika Khera, a social activist and associate of Jean Dreze, said the Maoists in connivance with contractors and corrupt officials might have executed the killing. She also said Niyamat and Bhukhan had been falsely implicated.</div>'
