Rights panel lens on jail for minors

The National Human Rights Commission (NHRC) on Friday sought a report from the Uttar Pradesh government over news reports about two minor girls being kept in jail for three-and-a-half months for alleged cow slaughter.

The commission took suo motu cognisance of "a media report" that in a case of alleged cow slaughter, the police sent the two minor girls, aged about 12 and 16 years, to jail in Khatauli, Muzaffarnagar district, instead of keeping them in a juvenile home.

"The police officers preferred to go by the girls' physical appearance instead of believing their Aadhaar cards, which were shown to them as proof of their age. The girls could come out of jail on bail only after spending three-and-a-half months there and feel traumatised," the NHRC said, referring to the news report.

The commission observed that the claims in the report, if true, "amount to gross violation of the human rights of the two minor girls".

"Not sending the minor girls to juvenile home, if they are in conflict with the law, is a violation of the statutory obligation on the part of the public servant," the NHRC said.
