During the study it was observed that against a sum of Rs 19, 258 crore allocated for the tribal upliftment, Rs 2,695 crore remained unspent.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">In the year 2009-10 alone, Rs 910 crore was left without spending.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Despite special provisions, very less is being spent on the tribals in comparison to the amount spent on other citizens.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Defending the department, Finance minister Raghavji said, &ldquo;Several reasons can be behind the amount left unspent.
