There was drama in the courtroom when the chairperson demanded an explanation as to why two huge heaps of dry leaves were recently set on fire at Bharti Nagar in Lodhi Estate. The lawyer representing NDMC said some passer-by might have lit the heaps by mistake. &amp;quot;Do you want us to believe your explanation?&amp;quot; asked Justice Kumar.&lt;br /&gt;

It also announced a fine of Rs 5,000 on anyone who is caught burning dry leaves, plastic, rubber or any other waste material in NCR.<br /><br />NGT said deputy commissioners, director of horticulture, area SHOs, assistant commissioners and sanitary officers of the area would be held responsible if there was any violation of its order.<br /><br />The bench headed by NGT chairperson Justice Swatanter Kumar said all authorities are duty bound to oblige with the tribunal's orders. &quot;We make it clear that the orders of the NGT are to be complied with as a decree or order of the civil court,&quot; the order said.<br /><br />The bench said it had data to support the view that waste burning is responsible for a major portion of emissions in the city. Nearly 29.4% of the total PM10 (coarse, pollution particles) are from waste burning, the bench said.<br /><br />&quot;Its contribution in terms of PM2.5 is not placed before us, despite our earlier orders. Burning trash in the open area produces many pollutants, including dioxins, particulate pollution, polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), carbon monoxide (CO), hexachlorobenzene&mdash;ash and fumes released from such burning can be carcinogenic,&quot; the bench noted.<br /><br />It also said the serious nature of the offence calls for prohibitory orders and imposition of heavy fine on violators.<br /><br />There was drama in the courtroom when the chairperson demanded an explanation as to why two huge heaps of dry leaves were recently set on fire at Bharti Nagar in Lodhi Estate. The lawyer representing NDMC said some passer-by might have lit the heaps by mistake. &quot;Do you want us to believe your explanation?&quot; asked Justice Kumar.<br /><br />&quot;What will a third person or a passer-by gain out of setting fire on the leaves? The bench headed by NGT chairperson Justice Swatanter Kumar said all authorities are duty bound to oblige with the tribunal's orders. &quot;We make it clear that the orders of the NGT are to be complied with as a decree or order of the civil court,&quot; the order said.<br />

The bench said it had data to support the view that waste burning is responsible for a major portion of emissions in the city. Nearly 29.4% of the total PM10 (coarse, pollution particles) are from waste burning, the bench said.<br />

&quot;Its contribution in terms of PM2.5 is not placed before us, despite our earlier orders. Burning trash in the open area produces many pollutants, including dioxins, particulate pollution, polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), carbon monoxide (CO), hexachlorobenzene&mdash;ash and fumes released from such burning can be carcinogenic,&quot; the bench noted.<br />

There was drama in the courtroom when the chairperson demanded an explanation as to why two huge heaps of dry leaves were recently set on fire at Bharti Nagar in Lodhi Estate. The lawyer representing NDMC said some passer-by might have lit the heaps by mistake. &quot;Do you want us to believe your explanation?&quot; asked Justice Kumar.<br />

&quot;What will a third person or a passer-by gain out of setting fire on the leaves? Let a fine of Rs 50,000 be imposed and recovered from the salaries of three officials responsible for the offence,&quot; the bench said.<br />

Meanwhile, the NGT bench directed the engineer in-charge of PWD to complete work on a central verge project between Savitri Cinema in GK II and Alaknanda within two days. &quot;The existing central verge is disjointed and extremely accident-prone,&quot; the bench said. On parking, Justice Kumar asked officials to consider increasing the surface parking charges in Sarojini Nagar market.<br />

Following an NGT order, DPCC had recently provided a complaint page on a social networking site and a WhatsApp number but lawyers claimed it was not being used widely. NGT directed all corporations to notify on their websites information for registration of complaints regarding waste burning.<br />
