<strong>RTE Act: There are more questions than answers-Aishhwariya Subramanian</strong></h1>

<div style="text-align: justify"><br /></div><div style="text-align: justify"><em>While the state government has made it clear that the Right to Education Act (RTE Act) will be enforced from the current academic year, there are many who are still unclear as to what the Act means, especially the people who will be most benefited by it.</em></div><div style="text-align: justify"><br /></div><div style="text-align: justify">RTE dictates that 25% of admissions in all private unaided schools (private minority unaided schools have been exempted) will be reserved free of cost for children hailing from poorer areas in the school’s neighbourhood.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, many from poorer sections in the city are unaware of RTE.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“When the government says 25% of the admissions will be free, does that mean we will have to pay 75%? And what if the school rejects us on some technicality?” asked Shilpa Jaikumar, whose sister will be starting school soon.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Former principal secretary, state higher education department, AS Srikant, said it is the state and the central government’s responsibility to publicise RTE.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“The onus is on the state and central governments to give publicity to this Act; but instead, they have bickered with one another and neither has taken the right step. As a</div><div style="text-align: justify"><br /></div><div style="text-align: justify">result, the downtrodden are not aware of their rights,” he said.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“Given the rules have come out just now, it is almost impossible for schools to implement them at this point. We need to work on educating people on a village-to-village basis. <div style="text-align: justify"><br /></div><div style="text-align: justify"><em>While the state government has made it clear that the Right to Education Act (RTE Act) will be enforced from the current academic year, there are many who are still unclear as to what the Act means, especially the people who will be most benefited by it.</em></div><div style="text-align: justify"><br /></div><div style="text-align: justify">RTE dictates that 25% of admissions in all private unaided schools (private minority unaided schools have been exempted) will be reserved free of cost for children hailing from poorer areas in the school’s neighbourhood.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">However, many from poorer sections in the city are unaware of RTE.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“When the government says 25% of the admissions will be free, does that mean we will have to pay 75%? And what if the school rejects us on some technicality?” asked Shilpa Jaikumar, whose sister will be starting school soon.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Former principal secretary, state higher education department, AS Srikant, said it is the state and the central government’s responsibility to publicise RTE.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“The onus is on the state and central governments to give publicity to this Act; but instead, they have bickered with one another and neither has taken the right step. As a</div><div style="text-align: justify"><br /></div><div style="text-align: justify">result, the downtrodden are not aware of their rights,” he said.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“Given the rules have come out just now, it is almost impossible for schools to implement them at this point. If a school takes the case to judiciary, then RTE won’t be implemented for many years,” he added.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">Prof Sridhar, member secretary and executive director of Karnataka Knowledge Commission, said the centre does not have the reach to make sure ever citizen is educated on the Act.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">“Central government can’t do much; so the state government has to play a key role. We need to work on educating people on a village-to-village basis.
