Previous estimates drawn up by National University of Education Planning &amp; Administration (NUEPA) &mdash; the basis of financial planning for the RTE&rsquo;s provisions so far &mdash; had pegged the requirement at Rs 1,71,000 crore. </font></p><p align="justify"><font >In a note submitted to the Expenditure Finance Committee (EFC) on May 24 this year, the HRD Ministry has proposed an estimate of Rs 2, 31,000 crore for the RTE and suggested a 75:25 Centre-State fund sharing pattern for the same. The figure has been revised upwards by Rs 60,000 crore after factoring in teachers&rsquo; salaries under the existing Sarva Shiksha Abhiyan (SSA) pattern. SSA and RTE are now operating in tandem. </font></p><p align="justify"><font >While NUEPA had considered the salaries of new teachers to be recruited for RTE, it had not made provision for existing teachers. The HRD ministry has also proposed that the number of Kasturba Gandhi Balika Vidyalayas be increased from current 2800 to over 3500 to ensure benefits of RTE also reach girls in educationally backward areas. </font></p><p align="justify"><font >While HRD Ministry is proposing a 75:25 Centre- State funding formula, there is a possibility that things will settle at 65:35. Moreover, with states announcing their inability to shoulder such a huge financial burden, the Centre may have to pitch in with more funds than expected, a source said.
