She asked NGOs to come forward to help enforce the Act in the state, adding that 100% implementation was an uphill task. &quot;The biggest challenge is to sensitize people about it, especially the beneficiaries,&quot; said Vishwambhar, another activist and editor of a monthly magazine on education.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">The Act, which was passed in 2009, makes free and compulsory education a fundamental right of every child.
