                <p align="justify"><font >The Centre is contemplating direct inclusion of the Scheduled Castes, the Scheduled Tribes and minorities in the next below poverty line (BPL) list for entitlement of benefits under social welfare schemes.</font></p><p align="justify"><font >Inaugurating the two-day 10th Editors Conference on Social Sector Issues 2010 here on Monday, Minister for Rural Development C.P. Joshi said his Ministry was formulating the methodology and criteria to identify families to be included in the BPL list.</font></p><p align="justify"><font >The objective was to ensure inclusion of vulnerable sections and check discontentment arising from the inclusion of the better-off who corner the benefits earmarked for the deprived.</font></p><p align="justify"><font >Dr. Joshi said the exclusion criteria was to keep off those from the SC, the ST and minorities who were holding jobs or had irrigated land or such means. </font></p><p align="justify"><font >This criteria will be determined only after the National Sample Survey Organisation (NSSO) fixes the number of families to be brought under the BPL list. The panchayats will be given the power to execute the exclusion criteria with the hope that the deserving ones are not excluded from the list.</font></p><p align="justify"><font >To help the BPL families better, the Rural Development Ministry is attempting to correct the delay in payment of wages under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). The delay ranges from four to six weeks, the Minister regretted. The Ministry has directed the States to make part payment of wages after 15 days of job and to make the residual payment after completing the formalities of measuring job works.</font></p><p align="justify"><font >The progress under MNREGA was far from heartening given that only 4.5 crore of the 15-crore job card holders had actually demanded work and Dr. Joshi estimated that the figure would not cross the 5-crore mark. &ldquo;The demand for manual labour seems to be limited in the country,&rdquo; he remarked.</font></p><p align="justify"><font >Visualising paucity of drinking water to pose the biggest problem in the days to come, Dr. Joshi promised to address the issue in the next fiscal keeping both rural and urban populations in mind. Joshi said his Ministry was formulating the methodology and criteria to identify families to be included in the BPL list.</font></p><p align="justify"><font >The objective was to ensure inclusion of vulnerable sections and check discontentment arising from the inclusion of the better-off who corner the benefits earmarked for the deprived.</font></p><p align="justify"><font >Dr. Joshi said the exclusion criteria was to keep off those from the SC, the ST and minorities who were holding jobs or had irrigated land or such means. </font></p><p align="justify"><font >This criteria will be determined only after the National Sample Survey Organisation (NSSO) fixes the number of families to be brought under the BPL list. Joshi said his Ministry was formulating the methodology and criteria to identify families to be included in the BPL list.</font></p><p align="justify"><font >The objective was to ensure inclusion of vulnerable sections and check discontentment arising from the inclusion of the better-off who corner the benefits earmarked for the deprived.</font></p><p align="justify"><font >Dr. Joshi said the exclusion criteria was to keep off those from the SC, the ST and minorities who were holding jobs or had irrigated land or such means. </font></p><p align="justify"><font >This criteria will be determined only after the National Sample Survey Organisation (NSSO) fixes the number of families to be brought under the BPL list.
