&amp;ldquo;The issue of corruption is important to the nation and this is an accepted view on all sides,&amp;rdquo; he read aloud the first point of his proposal. The 22-point proposal to establish an anti-graft body took four months to prepare, he said. While maintaining the supremacy of the Constitution and Parliament, the anti-graft body would be similar to the Election Commission.&lt;br /&gt;

&amp;ldquo;It is similar to what has been proposed by Congress general secretary Rahul Gandhi, but I assure you I have never spoken to him,&amp;rdquo; he said.&lt;br /&gt;

This version of the Bill, which was sent to spiritual guru Sri Sri Ravishankar a few days ago, should be the basis of discussions between the government and Team Anna. &amp;ldquo;This version can be debated in Parliament itself without having to go to a Standing Committee,&amp;rdquo; he said.&lt;br /&gt;

Mr. Seshan&#039;s version proposes that the majority of the members in the anti-graft body should not be from the government and as a safeguard selection should not be by vote but by unanimous choice. However, he stressed that the Lokpal and Lokayukta should have enough autonomy. &amp;ldquo;This can be secured only by a constitutional amendment.&amp;rdquo; He also supported the view that the lower bureaucracy should fall under the ambit of the Lokpal.&lt;br /&gt;

&amp;ldquo;The issue of corruption is important to the nation and this is an accepted view on all sides,&amp;rdquo; he read aloud the first point of his proposal. The 22-point proposal to establish an anti-graft body took four months to prepare, he said. While maintaining the supremacy of the Constitution and Parliament, the anti-graft body would be similar to the Election Commission.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;It is similar to what has been proposed by Congress general secretary Rahul Gandhi, but I assure you I have never spoken to him,&amp;rdquo; he said.&lt;br /&gt;

This version of the Bill, which was sent to spiritual guru Sri Sri Ravishankar a few days ago, should be the basis of discussions between the government and Team Anna. &amp;ldquo;This version can be debated in Parliament itself without having to go to a Standing Committee,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
Mr. Seshan&#039;s version proposes that the majority of the members in the anti-graft body should not be from the government and as a safeguard selection should not be by vote but by unanimous choice. However, he stressed that the Lokpal and Lokayukta should have enough autonomy. &amp;ldquo;This can be secured only by a constitutional amendment.&amp;rdquo; He also supported the view that the lower bureaucracy should fall under the ambit of the Lokpal.&lt;br /&gt;
