                <p>-The Times of India</p><p>&nbsp;</p><div align="justify">A government forensic lab's report on a CD allegedly containing conversation between SP chief Mulayam Singh Yadav, Rajya Sabha member Amar Singh and Team Anna member Shanti Bhushan has said the CD was doctored, contradicting two previous reports.<br /><br />Central Forensic Science Laboratory (CFSL), Chandigarh's report has been made public for the first time in response to an RTI query. The conclusion of the report was that the CD was &quot;not original and it is a post production edited version''.<br /><br />After the CD came into circulation, Bhushan had filed a complaint with Delhi Police on April 14, alleging that it was fabricated and denied having any conversation with Mulayam and Singh.<br /><br />Delhi Police got the CD examined at CFSL, Delhi and CFSL, Chandigarh besides CERT-In, a department under the ministry of communications and information technology which gave divergent opinions after analyzing the CD. CFSL, Delhi and CERT-In said the CD was original.<br /><br />The report allegedly indicates Bhushan talking to Amar Singh and Mulayam, assuring them that his lawyer son Prashant could &quot;manage'' a judge for Rs 4 crore.<br /><br />Reacting to disclosure of the report, Prashant Bhushan said the case had exposed Delhi Police's &quot;dishonesty&quot; and the fact that it was acting on the behest of the home ministry. Delhi Police has since filed a closure report. &quot;Delhi Police has been dishonest. They immediately publicized the Delhi, CFSL report that said the CD was original but refused to make the Chandigarh lab report public despite orders from the Central Information Commission. Central Forensic Science Laboratory (CFSL), Chandigarh's report has been made public for the first time in response to an RTI query. The conclusion of the report was that the CD was &quot;not original and it is a post production edited version''.<br />

After the CD came into circulation, Bhushan had filed a complaint with Delhi Police on April 14, alleging that it was fabricated and denied having any conversation with Mulayam and Singh.<br />
<br />
Delhi Police got the CD examined at CFSL, Delhi and CFSL, Chandigarh besides CERT-In, a department under the ministry of communications and information technology which gave divergent opinions after analyzing the CD. CFSL, Delhi and CERT-In said the CD was original.<br />
<br />
The report allegedly indicates Bhushan talking to Amar Singh and Mulayam, assuring them that his lawyer son Prashant could &quot;manage'' a judge for Rs 4 crore.<br />
<br />
Reacting to disclosure of the report, Prashant Bhushan said the case had exposed Delhi Police's &quot;dishonesty&quot; and the fact that it was acting on the behest of the home ministry. Delhi Police has since filed a closure report. &quot;Delhi Police has been dishonest. They immediately publicized the Delhi, CFSL report that said the CD was original but refused to make the Chandigarh lab report public despite orders from the Central Information Commission. The police is acting at the behest of the home ministry,'' he said.<br />

The CFSL, Chandigarh report now made public under RTI Act shows that the CD sent to the laboratory by Delhi Police carried only one audio file of one minute and 55 seconds which was created on April 15, 2011 while the CD was created on April 17.<br />

The report, which was contrary to findings of CFSL, Delhi and CERT-In said audio recordings in the CD contained &quot;changes in signal levels&quot;, &quot;abrupt starts of conversation as well as contextual variations at some places&quot;.<br />
<br />
&quot;Same (sic) different words were found inserted at numerous places in the recording present in the CD marked C1 by electronic editing (non-linear editing) to show contextual continuity in the conversation,&quot; the CFSL report said.<br />
<br />
In the examination, &quot;obscuration of signal and editing at co-articulation level&quot; was found at some places in the recording which &quot;indicated signs of proficient editing&quot;. &quot;Unusual voice and multi-speaker talk was found in the background of the recorded conversation,&quot; the report, which was provided to an RTI activist after directions of the CIC, said.<br />
