Short duration and half-hour discussions in Lok Sabha see reduction - Bharat Kancharla

- Factly.in

Data sourced from the Ministry of Parliamentary Affairs Statistical Handbook 2021 indicates a significant fall in the number of short duration and half-hour long discussions in the Lok Sabha in recent terms. The data was compiled and published by Factly.in

The data indicates that the largest number of half-an-hour discussions was in the fourth Lok Sabha (1967-70), where this format was used by members 183 times. The first Lok Sabha (1952-57) had 38 half-an-hour discussions while the number exceeded 100 in the terms of the next four houses - a period that lasted from 1957 to 1977. Thereafter a steady decline has occured with the sixteenth Lok Sabha (2014-19) recording just five. Short term discussions peaked during the eight Lok Sabha (1984-89) at 94. Among the Lok Sabha terms that have completed their full five-year terms, the least was during the 3rd Lok Sabha term, when only 17 short-duration discussions were held. In the last four full-year terms - 13th to 16th Lok Sabhas - there is a gradual decline in the number of short-duration discussions held, with the period 2014-19 recording only 33 discussions.

A short-duration discussion enables members to raise matters of urgent public importance without a formal motion. On the other hand, if a member feels that a response provided by the government to a question is not adequate, the speaker allows a discussion for half an hour.
