&amp;ldquo;Implement and monitor admission of children from disadvantaged groups and weaker sections u/s 12(1)(c) in all unaided non-minority schools,&amp;rdquo; wrote Union Minister for Human Resource Development Kapil Sibal, in a letter to the chief ministers of all the states.&lt;br /&gt;
&lt;br /&gt;
Besides, Sibal has set a 10-point agenda for the states. &amp;ldquo;Now that the Supreme Court has upheld the constitutional validity of the RTE Act, we must commit ourselves to providing eight years of good quality schooling to all children,&amp;rdquo; Sibal suggested.&lt;br /&gt;
&lt;br /&gt;
He has asked the states to ensure that all schools meet the suggested pupil teacher ratio of 30:1 by filing up the existing vacancies with candidates who have qualified the teacher eligibility test.&lt;br /&gt;
&amp;ldquo;Review teacher training modules to ensure that they conform to the revised curriculum,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
A recent analysis by the ministry suggested that 5.23 lakh posts of teachers are lying vacant at the elementary level. Around 5.1 lakh more teachers need to be recruited bridge the gap.&lt;br /&gt;
&lt;br /&gt;
Around 7.74 lakh existing teachers are untrained or do not possess the prescribed qualifications. Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1.79 additional teachers need to be appointed in secondary schools, sources said.&lt;br /&gt;
&lt;br /&gt;
The HRD minister also asked the chief ministers to ensure that appropriate infrastructure is provided for the implementation of the RTE Act. Sibal also urged them to expedite works related to the Sarva Shiksha Abhiyan and provide drinking water and toilet facilities to the schools as per the Supreme Court directions.&lt;br /&gt;
&lt;br /&gt;
As per the provisions of the Act, all the state governments and union territories are required to undertake school mapping and identify children to be admitted for elementary education. The Minister has asked the state governments to complete the mapping exercise so that &amp;ldquo;all children are provided access to school.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;

Around 5.1 lakh more teachers need to be recruited bridge the gap.<br /><br />Around 7.74 lakh existing teachers are untrained or do not possess the prescribed qualifications. Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1.79 additional teachers need to be appointed in secondary schools, sources said.<br /><br />The HRD minister also asked the chief ministers to ensure that appropriate infrastructure is provided for the implementation of the RTE Act. Sibal also urged them to expedite works related to the Sarva Shiksha Abhiyan and provide drinking water and toilet facilities to the schools as per the Supreme Court directions.<br /><br />As per the provisions of the Act, all the state governments and union territories are required to undertake school mapping and identify children to be admitted for elementary education. Urges all chief ministers to ensure proper implementation of the Act

The Centre on Thursday directed the states to ensure that educational institutions falling under the ambit of the Right to Education (RTE) Act adhere to its recommendations.

$disp = &#039;&lt;p&gt;-The Deccan Herald&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;div align=&quot;justify&quot;&gt;&lt;em&gt;Urges all chief ministers to ensure proper implementation of the Act&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;The Centre on Thursday directed the states to ensure that educational institutions falling under the ambit of the Right to Education (RTE) Act adhere to its recommendations.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Implement and monitor admission of children from disadvantaged groups and weaker sections u/s 12(1)(c) in all unaided non-minority schools,&amp;rdquo; wrote Union Minister for Human Resource Development Kapil Sibal, in a letter to the chief ministers of all the states.&lt;br /&gt;&lt;br /&gt;Besides, Sibal has set a 10-point agenda for the states. &amp;ldquo;Now that the Supreme Court has upheld the constitutional validity of the RTE Act, we must commit ourselves to providing eight years of good quality schooling to all children,&amp;rdquo; Sibal suggested.&lt;br /&gt;&lt;br /&gt;He has asked the states to ensure that all schools meet the suggested pupil teacher ratio of 30:1 by filing up the existing vacancies with candidates who have qualified the teacher eligibility test.&lt;br /&gt;&amp;ldquo;Review teacher training modules to ensure that they conform to the revised curriculum,&amp;rdquo; he said.&lt;br /&gt;&lt;br /&gt;A recent analysis by the ministry suggested that 5.23 lakh posts of teachers are lying vacant at the elementary level. Around 5.1 lakh more teachers need to be recruited bridge the gap.&lt;br /&gt;&lt;br /&gt;Around 7.74 lakh existing teachers are untrained or do not possess the prescribed qualifications. Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1.79 additional teachers need to be appointed in secondary schools, sources said.&lt;br /&gt;&lt;br /&gt;The HRD minister also asked the chief ministers to ensure that appropriate infrastructure is provided for the implementation of the RTE Act. Sibal also urged them to expedite works related to the Sarva Shiksha Abhiyan and provide drinking water and toilet facilities to the schools as per the Supreme Court directions.&lt;br /&gt;&lt;br /&gt;As per the provisions of the Act, all the state governments and union territories are required to undertake school mapping and identify children to be admitted for elementary education. The Minister has asked the state governments to complete the mapping exercise so that &amp;ldquo;all children are provided access to school.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Sibal also asked the states to initiate steps for curricular reforms, develop age appropriate syllabi and textbooks.&amp;nbsp; &amp;ldquo;Ensure that all child entitlements&amp;mdash;textbooks, uniforms, and other state specific entitlements&amp;mdash;are provided at the beginning of the academic year.&amp;rdquo; He also advocated establishment of a grievance redress mechanism under the Act.&lt;/div&gt;&#039;

The Centre on Thursday directed the states to ensure that educational institutions falling under the ambit of the Right to Education (RTE) Act adhere to its recommendations.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Implement and monitor admission of children from disadvantaged groups and weaker sections u/s 12(1)(c) in all unaided non-minority schools,&amp;rdquo; wrote Union Minister for Human Resource Development Kapil Sibal, in a letter to the chief ministers of all the states.&lt;br /&gt;
&lt;br /&gt;
Besides, Sibal has set a 10-point agenda for the states. &amp;ldquo;Now that the Supreme Court has upheld the constitutional validity of the RTE Act, we must commit ourselves to providing eight years of good quality schooling to all children,&amp;rdquo; Sibal suggested.&lt;br /&gt;
&lt;br /&gt;
He has asked the states to ensure that all schools meet the suggested pupil teacher ratio of 30:1 by filing up the existing vacancies with candidates who have qualified the teacher eligibility test.&lt;br /&gt;
&amp;ldquo;Review teacher training modules to ensure that they conform to the revised curriculum,&amp;rdquo; he said.&lt;br /&gt;
&lt;br /&gt;
A recent analysis by the ministry suggested that 5.23 lakh posts of teachers are lying vacant at the elementary level. Around 5.1 lakh more teachers need to be recruited bridge the gap.&lt;br /&gt;
&lt;br /&gt;
Around 7.74 lakh existing teachers are untrained or do not possess the prescribed qualifications. Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1.79 additional teachers need to be appointed in secondary schools, sources said.&lt;br /&gt;
&lt;br /&gt;
The HRD minister also asked the chief ministers to ensure that appropriate infrastructure is provided for the implementation of the RTE Act. Sibal also urged them to expedite works related to the Sarva Shiksha Abhiyan and provide drinking water and toilet facilities to the schools as per the Supreme Court directions.&lt;br /&gt;
&lt;br /&gt;
As per the provisions of the Act, all the state governments and union territories are required to undertake school mapping and identify children to be admitted for elementary education. The Minister has asked the state governments to complete the mapping exercise so that &amp;ldquo;all children are provided access to school.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
Sibal also asked the states to initiate steps for curricular reforms, develop age appropriate syllabi and textbooks.&amp;nbsp; &amp;ldquo;Ensure that all child entitlements&amp;mdash;textbooks, uniforms, and other state specific entitlements&amp;mdash;are provided at the beginning of the academic year.&amp;rdquo; He also advocated establishment of a grievance redress mechanism under the Act.

He has asked the states to ensure that all schools meet the suggested pupil teacher ratio of 30:1 by filing up the existing vacancies with candidates who have qualified the teacher eligibility test.<br />
&ldquo;Review teacher training modules to ensure that they conform to the revised curriculum,&rdquo; he said.<br />

A recent analysis by the ministry suggested that 5.23 lakh posts of teachers are lying vacant at the elementary level. Around 5.1 lakh more teachers need to be recruited bridge the gap.<br />

Around 7.74 lakh existing teachers are untrained or do not possess the prescribed qualifications. Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), 1.79 additional teachers need to be appointed in secondary schools, sources said.<br />

The HRD minister also asked the chief ministers to ensure that appropriate infrastructure is provided for the implementation of the RTE Act. Sibal also urged them to expedite works related to the Sarva Shiksha Abhiyan and provide drinking water and toilet facilities to the schools as per the Supreme Court directions.<br />

As per the provisions of the Act, all the state governments and union territories are required to undertake school mapping and identify children to be admitted for elementary education. The Minister has asked the state governments to complete the mapping exercise so that &ldquo;all children are provided access to school.&rdquo;<br />
<br />
Sibal also asked the states to initiate steps for curricular reforms, develop age appropriate syllabi and textbooks.&nbsp; &ldquo;Ensure that all child entitlements&mdash;textbooks, uniforms, and other state specific entitlements&mdash;are provided at the beginning of the academic year.&rdquo; He also advocated establishment of a grievance redress mechanism under the Act.
