Socio-economic and caste census fails to even take off in bigger states-Devika Banerji |
Nearly a year after the government started the ambitious socio-economic and caste census (SECC), no big state has begun the enumeration exercise that was touted as a one-stop solution to accurately identify the poor for distribution of social benefits.
The delay could undermine the government's attempt to plug the leakages in the Targeted Public Distribution System (TPDS) and delay the Food Security Bill expected to be implemented in November by at least a year. The bigger states, with the highest concentration of poverty, like Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan and West Bengal are yet to begin the enrollment process while others like Andhra Pradesh and Orissa have managed to cover less than 15% of the rural population till date. In the case of UP, the February polls had contributed to the delay. An official of the rural development ministry admitted to the delay, but blamed it on the lack of manpower. Only 6 states have been successful in making significant progress, however, all of them are relatively small states. These include Punjab, Daman and Diu, Tripura, Dadar and Nagar Haveli, Puducherry and Chhattisgarh. The rural development ministry is also having trouble getting assistance from the Registrar General of India as they are busy with the National Population Register that is a part of the National Decadal Census. "Getting enumerators trained is also getting delayed because the RGI cannot provide us with much help," the official added. The socio- economic caste survey (SECC) came into prominence after the Planning Commission and rural development ministry together decided in October last year to drop the state-wise poverty caps for giving out social entitlements. Instead, the SECC proposed to rank households by deprivation indicators to distribute entitlements, in particular food, giving priority to the most deprived. There are around 24 lakh enumeration blocks with 125 households each which are expected to be used for the socio- economic caste survey. |
