The only primitive tribe of Rajasthan, Sahariyas reside mainly in the Shahabad and Kishanganj blocks of Baran district. But there is barely a handful amongst them who meet the new educational qualification norms set by the government for contesting the panchayat elections.</p><p align="justify">Recently the state government through an ordinance issued directives that candidates contesting the zila parishad and panchayat samiti polls must be class X pass while those contesting for the post of the sarpanch must be class VIII pass. The government's move ostensibly follows its bid to keep corruption at bay and for boosting the sagging literacy level in rural parts. However, the civil society has been critical about it.</p><p align="justify">The Shahabad block has 27 panchyats of which nine are reserved for scheduled tribe while Kishanganj has 32 panchyats of which 12 are reserved for STs. Currently, most of these seats are held by Sahariyas, barring two that are held by members of the Meena community. After the ordinance it would be difficult for Sahariyas to fill any of these seats.</p><p align="justify">During a recent gathering of Sahariyas from Uttar Pradesh, Madhya Pradesh and Rajasthan under the Rastriya Sahariya Jan Adhikar Sangarsh Morcha at Shahabad, only three of the three thousands people who had come there were Class X pass. Some STs may fail to contest panchayat polls under new Rajasthan law -Anindo Dey

-The Times of India JAIPUR (Rajsthan): For the primitive Sahariya adivasis, the panchayat polls may already be over. The only primitive tribe of Rajasthan, Sahariyas reside mainly in the Shahabad and Kishanganj blocks of Baran district. But there is barely a handful amongst them who meet the new educational qualification norms set by the government for contesting the panchayat elections. Recently the state government through an ordinance issued directives that candidates contesting the zila parishad and panchayat samiti polls must be class X pass while those contesting for the post of the sarpanch must be class VIII pass. The government's move ostensibly follows its bid to keep corruption at bay and for boosting the sagging literacy level in rural parts. However, the civil society has been critical about it. The Shahabad block has 27 panchyats of which nine are reserved for scheduled tribe while Kishanganj has 32 panchyats of which 12 are reserved for STs. Currently, most of these seats are held by Sahariyas, barring two that are held by members of the Meena community. After the ordinance it would be difficult for Sahariyas to fill any of these seats. During a recent gathering of Sahariyas from Uttar Pradesh, Madhya Pradesh and Rajasthan under the Rastriya Sahariya Jan Adhikar Sangarsh Morcha at Shahabad, only three of the three thousands people who had come there were Class X pass. The Morcha opposed the ordinance by the government and vowed to take to the streets in protest. "Though there are is concession for areas falling under the Scheduled Area as far as educational criteria is concerned as candidates from these areas contesting the panchayat polls need just be class V pass but Baran does not fall under the Scheduled area," says Nikhil Dey of the Mazdoor Kishan Shakti Sangathan (MKSS). According to him, there might be difficulty in finding candidates for many of the seats in these areas. "Though these are not necessarily reserved seats but by virtue of being located in Sahariya dominated areas, these seats have always been held by members from this community."
