Speedy generation of Aadhaar needed to roll out cash benefit transfers before 2014 |

About 40% of Indians have no access to formal financial services. So, the government wants to step up efforts to open a bank account for every beneficiary and to seed every account with Aadhaar. It has persuaded the RBI to allow banks to recognise Aadhaar as sufficient know-your-customer (KYC) data. This is welcome, as it would make it easy to open bank accounts. But more needs to be done. One way to lower the cost of creating and maintaining millions of no-frills accounts is to use technology and scale. Just like the depository accounts in which assets cumulatively worth India's GDP are held and the accounts of savers in the National Pension System, it is possible to have bank accounts created and maintained by one or two record-keeping agencies. These accounts would be linked to Aadhaar and access can be either through mobile phones or points of presence such as post offices, and portable ATMs with an army of banking correspondents. The accounts would be portable across jobs, geography and banks, as per the agreement between banks and their customers. And access can be controlled as with a normal bank account. An institutional mechanism is already in place, with the National Payments Corporation of India (NPCI) providing a gateway service for banks to connect with the Unique Identification Authority of India that issues Aadhaar and facilitate real-time payments. Shared record-keeping services would be an incremental, yet significant, step towards financial inclusion. All we need is a little imagination and the will to act. |
