He pointed out that the RTE actually deems that every habitation ought to be serviced by a school within a radius that can be defined in terms of travelling time or distance. The RTE will also set minimum standards for basic school infrastructure &amp;mdash; toilets, drinking water, playgrounds, electricity supply and compound walls.&lt;br /&gt;
&lt;br /&gt;
The official said the government was likely to work with a &amp;ldquo;ballpark figure&amp;rdquo; of about Rs. 10,000 per student per year for reimbursing private schools for enrolling students from underprivileged backgrounds. &amp;ldquo;This is not arbitrary but based on normative standards for expenses of most types that are involved in school education,&amp;rdquo; he said.&lt;br /&gt;

Karnataka and Goa are the only States that are yet to notify rules that will enforce the legislation that guarantees education as a fundamental right to all children aged between six and 14, he told The Hindu.<br /><br />The rules, which were approved by the State Cabinet on April 12, are now with the legal department and are likely to be issued &ldquo;in a day or two&rdquo;, the official said. The government is racing against time because the Union government's support in the current year for the Sarva Shiksha Abhiyan, the flagship programme for implementing the RTE, has to be finalised by April 30.<br /><br />The notification will prescribe minimum standards for infrastructure in schools and norms for recruitment of teachers. Most crucially, the rules will set norms for the enforcement of the quota of 25 per cent reservation for &ldquo;disadvantaged and weaker sections&rdquo; in all schools, barring the few unaided minority institutions.<br /><br />The implementation of the RTE will happen in a staggered manner, starting with class 1 in the current year. According to government sources, a sum of Rs. 132 crore will be required in the current year for ensuring free and fair access to all in class 1. Funding will increase as successive classes come under the RTE.<br /><br /><em>Mapping schools<br /></em><br />The Government has already initiated steps to &ldquo;map&rdquo; neighbourhood schools in the State, said the official, who did not wish to be identified. He pointed out that the RTE actually deems that every habitation ought to be serviced by a school within a radius that can be defined in terms of travelling time or distance. The RTE will also set minimum standards for basic school infrastructure &mdash; toilets, drinking water, playgrounds, electricity supply and compound walls.<br /><br />The official said the government was likely to work with a &ldquo;ballpark figure&rdquo; of about Rs. 10,000 per student per year for reimbursing private schools for enrolling students from underprivileged backgrounds. &ldquo;This is not arbitrary but based on normative standards for expenses of most types that are involved in school education,&rdquo; he said.<br /><br />&ldquo;The most exciting result of the implementation of the RTE Act arises from its treatment of the classroom as a microcosm of our society,&rdquo; said the official. &ldquo;It is a pity we have started late, but all is not lost. Karnataka and Goa are the only States that are yet to notify rules that will enforce the legislation that guarantees education as a fundamental right to all children aged between six and 14, he told The Hindu.<br /><br />The rules, which were approved by the State Cabinet on April 12, are now with the legal department and are likely to be issued &ldquo;in a day or two&rdquo;, the official said. The government is racing against time because the Union government's support in the current year for the Sarva Shiksha Abhiyan, the flagship programme for implementing the RTE, has to be finalised by April 30.<br /><br />The notification will prescribe minimum standards for infrastructure in schools and norms for recruitment of teachers. Most crucially, the rules will set norms for the enforcement of the quota of 25 per cent reservation for &ldquo;disadvantaged and weaker sections&rdquo; in all schools, barring the few unaided minority institutions.<br /><br />The implementation of the RTE will happen in a staggered manner, starting with class 1 in the current year. According to government sources, a sum of Rs. 132 crore will be required in the current year for ensuring free and fair access to all in class 1. Funding will increase as successive classes come under the RTE.<br /><br /><em>Mapping schools<br /></em><br />The Government has already initiated steps to &ldquo;map&rdquo; neighbourhood schools in the State, said the official, who did not wish to be identified. He pointed out that the RTE actually deems that every habitation ought to be serviced by a school within a radius that can be defined in terms of travelling time or distance. The RTE will also set minimum standards for basic school infrastructure &mdash; toilets, drinking water, playgrounds, electricity supply and compound walls.<br /><br />The official said the government was likely to work with a &ldquo;ballpark figure&rdquo; of about Rs. 10,000 per student per year for reimbursing private schools for enrolling students from underprivileged backgrounds. &ldquo;This is not arbitrary but based on normative standards for expenses of most types that are involved in school education,&rdquo; he said.<br /><br />&ldquo;The most exciting result of the implementation of the RTE Act arises from its treatment of the classroom as a microcosm of our society,&rdquo; said the official. &ldquo;It is a pity we have started late, but all is not lost. It would be much worse if we allow lobbies to undermine the promise of the RTE,&rdquo; he said.</div>'
