If I have to pin down one reason, I will blame it on lack of political will,&quot; said Ritika Khera, a development economist at IIT-New Delhi, who led the study co-authored by economist Jean Dreze, one of the architects of the MGNREGA.</p><p align="justify">The study found that while the average days of MGNREGA work per household was four in Jharkhand, it was slightly better at 10 in Bihar. The average foodgrain purchase by BPL households was 68 per cent in Bihar and 78 per cent in Jharkhand, but 100 per cent in Himachal Pradesh.</p><p align="justify">The average pension earned was Rs 184 in Jharkhand and Rs 195 in Bihar against Rs 320 in Tamil Nadu. Pre-school activities under Integrated Child Development Services (ICDS) were scanty compared to what Tamil Nadu, Himachal Pradesh, and even Chhattisgarh offered.</p><p align="justify">&quot;Jharkhand, it seems, is not improving at all as sequential studies show,&quot; said Khera, &quot;but Bihar is different from Jharkhand.
