                <div align="justify">CHANDIGARH: The people in Haryana have not seen State Human Rights Commission (SHRC) despite the fact that two Union home ministers, Indrajit Gupta and L K Advani, and two chairpersons of National Human Rights Commission personally took up the matter with different chief ministers of the state in the past 17 years. <br /><br />Initially, the state government even ignored the letters of National Human Rights Commission (NHRC). Then its chairperson Ranganath Mishra in 1994 had to lodge formal complaint with the then chief minister Bhajan Lal about non-response to his letters and reminders. But even then the state government felt that there was no necessity of the commission in Haryana. <br /><br />After two years of it, the then Union home minister Indrajit Gupta had written a DO letter to Haryana chief minister Bansi Lal urging him for setting up of the commission. &quot;Ever since, its inception, the activities of the NHRC have been widely acclaimed... Then its chairperson Ranganath Mishra in 1994 had to lodge formal complaint with the then chief minister Bhajan Lal about non-response to his letters and reminders. But even then the state government felt that there was no necessity of the commission in Haryana. <br /><br />After two years of it, the then Union home minister Indrajit Gupta had written a DO letter to Haryana chief minister Bansi Lal urging him for setting up of the commission. &quot;Ever since, its inception, the activities of the NHRC have been widely acclaimed... We feel that over a period of time, it would be extremely difficult for the NHRC to attend the victims of human rights' violations across the country, particularly those from far flung areas,&quot; Gupta had written in 1996. <br /><br />But arguing that there was no necessity of setting up of a commission, Bansi Lal had said, &quot;Haryana is fully alive to the problem of violation of human rights... Only some stray cases concerning human rights violation occur in the state, which is being dealt with properly.&quot; Another letter from the then Union home minister Advani to Bansi Lal in 1999 could not persuade him for setting up of the commission. <br /><br />That time, the state police had pointed out that only five cases were registered related with violations of human rights in 1995-1996. However, in the same period, the NHRC registered 300 such cases from the state thus ranking Haryana 12th among the then 32 states and Union territories. <br /><br />In 1997, the NHRC had asked the chief secretary of the state to get the response of people about the establishment of State Human Rights Commission to the attention of chief minister. <br /><br />Then, the state home department had written to all states seeking copies of the terms and conditions of such commissions in their jurisdiction. The state also sought information from all states about their process to count the cases related with violation of human rights. <br /><br />In 1998, chairperson of NHRC M N Venkatachaliah had argued with chief minister Bansi Lal for the commission adding that many stated had already set up such commissions. <br /><br />The file notings further reveal that the counsel for state in 1999 had informed Supreme Court that steps were being taken for the constitution of the commission in Haryana, though, later it 'transpired' that the statement was 'without instructions' (from the authority). <br /><br />The Chautala government also felt that there was no need to have a state human rights commission</div>'
