                <div align="justify">-The Pioneer</div><p align="justify"><br /> Citing security reasons, State Governments have rejected the Centre's proposal to dole out cash to the MGNREGA beneficiaries in the villages having poor network of internet or banks and post offices in the country.</p><p align="justify">Sources in the Union Rural Development Ministry, which is executing the MGNREGA scheme, said that the Central Government had recently asked the States to identify 800-1,000 blocks where rural job workers have not been able to get their daily wages due to technical glitches. </p><p align="justify">However, the sources said, &quot;At a recent meeting called by the Centres, almost all the States did not support the idea of cash payments since it involved issues of security. The States were of the opinion that keeping cash in the far off rural areas was not safe as at times it may be possible that the fund will have to keep idle for many days if workers do not come within the stipulated period to take away their payments.&quot;</p><p align="justify">The Centre's move to distribute cash among the rural job workers came after it noted that even after the eight years of MGNREGA and a string of measures taken for ensuring timely wages, serious delays in payments were being recorded.</p><p align="justify">While as per the Act, the disbursement of daily wages shall be made on a weekly basis or in any case not later than a fortnight after the date on which such work was done, on an average around 40 per cent of the total wage payments are delayed for more than 15 days.</p><p align="justify">As per the Government data, in fiscal year 2013-14 around 16 per cent of the total payments were delayed between 15 to 30 days, 15 per cent were delayed for 30 to 60 days, 7 per cent of payments were delayed for 60 to 90 days and 6 per cent were delayed for more than 90 days.</p><p align="justify">Delay in closure of muster roll (MR) and its computerisation, poor network internet and post office connectivity, inadequate staff for taking measurement of work done, inordinate delay in measurement of work in spite of dedicated staff, excessive time taken to link MRs with the measurement book and delayed generation of wage lists are among a few major reasons for the delay in wage payments.</p>               </font>

While as per the Act, the disbursement of daily wages shall be made on a weekly basis or in any case not later than a fortnight after the date on which such work was done, on an average around 40 per cent of the total wage payments are delayed for more than 15 days. As per the Government data, in fiscal year 2013-14 around 16 per cent of the total payments were delayed between 15 to 30 days, 15 per cent were delayed for 30 to 60 days, 7 per cent of payments were delayed for 60 to 90 days and 6 per cent were delayed for more than 90 days. Delay in closure of muster roll (MR) and its computerisation, poor network internet and post office connectivity, inadequate staff for taking measurement of work done, inordinate delay in measurement of work in spite of dedicated staff, excessive time taken to link MRs with the measurement book and delayed generation of wage lists are among a few major reasons for the delay in wage payments.
