Under this programme, rural healthcare workers will receive training, a project the ministry has been keen on but which has been stuck because of stiff opposition from doctors.

“The ministry had formally written to the NBE asking that the board become the nodal body for conducting the programme. Today the proposal has been approved. A new committee will look into the curriculum drawn up by the MCI and then hopefully the programme will start from this year,” said a senior official.

The MCI had appointed a panel under Dr V K Paul of AIIMS to draw up the curriculum. The programme was originally envisaged as a bachelor’s in rural medicine and surgery, but that name was changed to ward off criticism — mainly from medical associations — that it would spawn a two-tier medical set-up, with rural population left to half-baked “doctors”, much like the now discontinued rural medical practitioners (RMPs) programme. At Saturday’s NBE meeting too, the Indian Medical Association opposed the idea.

The decision to rope in the NBE was taken as the MCI’s involvement with non-doctors would have required an amendment in the MCI Act. Step forward in rural healthcare programme, MCI kept out -Abantika Ghosh |
-The Indian Express
Having earlier changed the name of the course to accommodate doctors’ opposition, the Health Ministry has now asked the National Board of Examinations (NBE) to conduct the B.Sc (Community Health) programme, instead of the Medical Council of India (MCI) as was originally planned. The board, that organises post-graduate medical examinations, formally gave its approval Saturday. Plus, given the opposition of medical associations to the programme, the MCI could have faced too many internal hurdles. “Mid-level health workers who have a strong public health function are very much needed in sub-centres. In several countries, they have been shown to be very effective in improving health outcomes... This course will help fill a major gap in primary healthcare services,” said Dr K S Reddy, NBE president. |
