Students discover true worth of RTI by Sweta Dandekar & Barkha Kaul

Country’s first chief information commissioner (CIC), Wajahat Habibullah, told law and mass communication students about the true strength of the Right To Information (RTI) Act, 2005. He said RTI Act is not a weapon to be used against the government but to strengthen the system, exposing the weaknesses within its functioning.

He was speaking at a daylong workshop on ‘RTI and media—Partners for priority’ organised by Symbiosis Institute of Media and Communication (SIMC) on March 7 at Symbiosis International University, Lavale campus.

The workshop was part of the RK Laxman chair professor Dilip Padgaonkar’s project. The other key speakers at the seminar were Nikhil Dey (RTI activist and member of National Campaign for People’s Right to Information) and Vineeta Deshmukh (Pune-based RTI activist).

According to Habibullah, who is now the chairman of National Commission of Minorities, the government and the citizens are not isolated from each other. He said, “The sovereign is the public, and both should work together. It is the right of the public to be informed about every fact and data that has direct effect on their lives.”

He added that RTI is the responsibility of the citizens, NGOs and the media. Highlighting the people’s right to know, Habibullah said, “RTI Act has truly empowered people and has tremendous scope for ensuring open, transparent and accountable government. A country cannot claim to be a democracy without having an act like RTI, which is the essence of a democracy. RTI makes civil servants think twice before being dishonest on paper.”

In his presentation that he shared with the students, Habibullah showed how RTI was the result of rigorous struggle and efforts of the uneducated population of the country who sensed the need for such a transformational act.

The focal point of Dey’s speech was how the RTI movement started and took shape in rural India. “Although, most of the RTI queries are filed by people in urban areas, the RTI campaign was born due to the relentless efforts of the rural people. The RTI changed the balance of power in society,” he said.

On the RTI Act’s potential within journalism, Deshmukh said, “Journalists are amplifiers so they should avoid amplifying lies and stop being a handout journalist. RTI should not be used to come into the limelight, instead it is a weapon to address and solve the day today social issues.”

All three speakers stressed on the point that the RTI was a responsibility placed mainly on journalists to highlight problems in the system so that solutions could be implemented immediately.
