Sikka, Deputy Director-General (National Resource Management), Indian Council of Agricultural Research (ICAR), said on Monday.</p><p style="text-align: justify">He was inaugurating a six-day advanced training programme on planning and design of engineering structures in the watershed management programme organised by the Central Soil and Water Conservation Research and Training Institute (CSWRTI) under the aegis of the National Rainfed Area Authority.</p><p style="text-align: justify">He said that though natural resource management was of considerable importance, its objectives could not be achieved without addressing livelihood issues. Importance should be given to the wisdom of the people in the execution of the comprehensive watershed development programmes which constituted a paradigm shift from all other forms of land management.</p><p style="text-align: justify">Lamenting that livelihood issues were ignored in most of the development programmes, he said production, productivity and livelihood systems should be linked. Regretting that the country still did not have a proper land use policy, Dr. Sikka said a proper and rational policy should be put in place. The government was working on one.</p><p style="text-align: justify">He said the people should know which land was good for what purpose. Good land should not be diverted for non-agricultural use. Only when the land was made profitable could the youth be attracted to farming.</p><p style="text-align: justify">Pointing out that 120 million hectares was now degraded, Dr. Sikka cautioned that in the years to come there would be less land and water for agriculture. The government was promoting an integrated farming system. Even if the situation on the food front could be managed, fodder would turn scarce.</p><p style="text-align: justify">Expressing the fear that climate change would take place faster than expected, he said a mapping of districts vulnerable to global warming was done, and about 100 districts were identified.</p><p style="text-align: justify">The Chief Engineer, Agricultural Engineering, K.B. Ramakrishnan, who presided, said nearly 50 per cent of the geographical area of the country was affected by various forms of land degradation. This resulted in an annual soil loss of 5300 million tonnes, reducing crop productivity. Soil and water were the basic resources in a watershed, and they must be carefully conserved and judiciously utilised to sustain crop productivity and livelihood security.</p><p style="text-align: justify">&nbsp;</p>               </font>

Sikka, Deputy Director-General (National Resource Management), Indian Council of Agricultural Research (ICAR), said on Monday.</p><p style="text-align: justify">He was inaugurating a six-day advanced training programme on planning and design of engineering structures in the watershed management programme organised by the Central Soil and Water Conservation Research and Training Institute (CSWRTI) under the aegis of the National Rainfed Area Authority.</p><p style="text-align: justify">He said that though natural resource management was of considerable importance, its objectives could not be achieved without addressing livelihood issues. Importance should be given to the wisdom of the people in the execution of the comprehensive watershed development programmes which constituted a paradigm shift from all other forms of land management.</p><p style="text-align: justify">Lamenting that livelihood issues were ignored in most of the development programmes, he said production, productivity and livelihood systems should be linked. Regretting that the country still did not have a proper land use policy, Dr. Sikka said a proper and rational policy should be put in place. The government was working on one.</p><p style="text-align: justify">He said the people should know which land was good for what purpose. Good land should not be diverted for non-agricultural use. Only when the land was made profitable could the youth be attracted to farming.</p><p style="text-align: justify">Pointing out that 120 million hectares was now degraded, Dr. Sikka cautioned that in the years to come there would be less land and water for agriculture. The government was promoting an integrated farming system. Even if the situation on the food front could be managed, fodder would turn scarce.</p><p style="text-align: justify">Expressing the fear that climate change would take place faster than expected, he said a mapping of districts vulnerable to global warming was done, and about 100 districts were identified.</p><p style="text-align: justify">The Chief Engineer, Agricultural Engineering, K.B. Ramakrishnan, who presided, said nearly 50 per cent of the geographical area of the country was affected by various forms of land degradation.
