Taking their cue from economic survey, activists attack govt for failing to address farm concerns -Vishwa Mohan

NEW DELHI: Flagging poor returns to farmers due to low minimum support price (MSP) and inadequate market interventions, farm activists on Tuesday demanded setting up a permanent statutory commission on farmers' income and asked the government to take measures to ensure remunerative prices to cultivators and make the farming climate resilient.

Pointing at the economic survey which found only a slight increase in real agriculture income in the last four years, they blamed the government for the situation and questioned its promise of doubling farmers' income by 2022.

The survey, tabled in Parliament on Monday, noted that agriculture gross domestic product (GDP) growth and farm revenues have stagnated in the past four years despite increasing production. "The past few seasons have witnessed a problem of plenty: farm revenues declining for a number of crops despite increasing production and market prices falling below the MSP," said the Survey.

Taking their cue from the observations, farm activists blamed the government for poor policies which led to continued crisis and a spate of farm suicides, distress and agitations across the country.

"The present central government is undoubtedly the most anti-farmer government in the history of independent India. I mean it and I say this with full responsibility", said Yogendra Yadav of Swaraj Abhiyan

He listed 12 broad reasons to substantiate his claim while releasing "Green Paper on Farmers, Farming and Rural Economy: 4 Years, 4 Budgets: What has the Central Govt delivered?" The 'Green Paper' is a joint effort of many farmers' groups to highlight ground realities of the crisis-ridden farm sector.

"We are not saying that the previous governments did anything good for farmers but the present government is actually bringing them down", said Yadav, flanked by Kiran Vissa of Rythu Swarajya Vedika (RSV) and Avik Saha of Jai Kisan Andolan.

Terming the reasons for crisis as 12 "major blunders" of the government, they noted how it failed on its promise of revising MSP on the cost plus 50% formula and how it did not even maintain public investment in agriculture at existing levels.

Charging the government for its "ill-advised and shoddily implemented policy of demonetisation", they said the move had dealt a "severe blow" to farmers who were recovering from back-to-back drought years.
