The burden of Congress' ignorance: Why doesn't it take credit for vital statistics?

-The Economic Times   If there are two statistics that summarise a nation's overall well-being, these are the infant mortality rate (IMR) and the maternal mortality rate (MMR). India has registered remarkable progress on both fronts over the last decade. IMR has declined 28% from 58 in 2004 to 42 in 2012. MMR has come down 36% from 280 in 2005 to 178 in 2012. The decline has been more spectacular in some relatively backward states like Jharkhand. Such improvement does not come about on its own. Apart from overall rural prosperity, progress in construction of motorable roads in rural areas, crucial when it comes to rushing a patient to the nearest healthcare facility, as well as investment in the targeted healthcare of women and children, plays a crucial role. These are precisely the things on which the UPA government has spent a lot of money, only to be derided for fostering a nanny state. Which makes Congressmen's failure in the ongoing elections to take credit for India's vital progress on this count all the more remarkable. And disgusting. IMR measures the number of infants who die before they complete one year per 1,000 live births. MMR measures the number of women who die during pregnancy or within 42 days of childbirth/termination of pregnancy per 1,00,000 live births. The UPA spends two-thirds of the budget for its vaunted employment guarantee scheme on the National Rural Health Mission (NRHM). Apart from other things, the NRHM gives monetary incentives for women to give birth in a hospital instead of at home, and offers know-how and material inputs for family planning, pre- and antenatal nutrition and child immunisation. Yet, no Congress candidate takes credit for avoiding this tragedy of little children and mothers dying a premature death instead of bringing joy to their families. What explains this? The most probable reason is that few Congressmen are aware of this achievement. For them, politics, after all, is about power and pelf, not welfare of the people. Not even when rise in welfare offers ammunition in the pursuit of power, it would appear.
