He has demanded that the committee should stick to looking at the role of the forest department in view of the Act. </font></p><p align="justify"><font >The letter, setting off a turf war between the two ministries that have always been at loggerheads on the creation and implementation of the FRA, says, &quot;The committee during its visits to states, is not expected to suggest how the Act is to be implemented. Nor is it expected to make references to the (tribal affairs) ministry as to the instructions that the ministry should communicate to the state government regarding the implementation of the FRA.&quot; </font></p><p align="justify"><font >The creation of the committee too was mired in controversy. The environment minister had set up the committee to review the implementation of the FRA and stacked it with forest officials despite the largely held view that the forest department had at various levels impeded its creation and implementation.
