Tribal organisations and Adivasi leaders, fighting against a proposal to develop Kawal wildlife sanctuary as a tiger reserve by evicting adivasis dwelling there for a long time, are willing to discuss the issue only if the state government is ready to hold gram sabhas, a prerequisite for setting up any project under the PESA (Panchayat Raj Extension to Scheduled Areas) Act, 1996. District officials concerned have declared the Kawal wildlife sanctuary as a second tiger reserve in the state and the 41th in the country without taking the opinions of Adivasis residing in the sanctuary into consideration. Adivasis feel that they would not survive if they are evacuated from forests, as they would face a livelihood problem and lose their constitutional safeguards. Adivasi leaders allege that forest officials say that the project is just at the proposal level while revenue officials are visiting identified tribal villages and asking Adivasis to leave. It is said that Adivasis do not have pattas for the forest lands they have been cultivating for a long time in the sanctuary. If they are to evacuate, they will not get compensation for their lands and if the place of rehabilitation is in a non-scheduled area, Adivasis will lose their constitutional rights under Schedule V. Speaking to this newspaper, Midiam Babu Rao, former CPI(M) MP and state president of the Girijana Sangham, alleged that officials were trying to hoodwink Adivasis in the name of offering good resettlement and rehabilitation (RR) package to them. He said that they had a bitter experience as far as the RR package was concerned in the Srisailam tiger reserve, and the recent elephant park in Srikakulam and Vijayanagaram. He said that Chenchus of Appapur village of Mehbubnagar who were evacuated from the Srisailam tiger reserve three years ago, are now on the roads begging. They did not get any compensation, he said. Kanaka Lake Rao, chief advisor of the district Rai Centre regretted that officials did not respect Adivasis as much as they did wild animals.
