While the agencies in phase I charged Rs 28 to enrol a person and provide a UID card, this time the lowest rate fixed is Rs 24. IT majors Wipro and Karvy are among companies that will conduct the project in Mumbai. IT companies involved in phase I had said Rs 28 was not very profitable and hence lacked incentive to register more people.&lt;br /&gt;

Despite this, state government officials are hopeful the new rate will bring more people into the UID net. Mumbai had seen less than half of the target registrations in phase I, the main reason being the lack of initiative from IT companies, officials had admitted. According to a senior official, the companies were finding enrolment per person unfeasible in phase I. &amp;ldquo;The lowest bidder, IT company Glodyne, had quoted Rs 24 due to which other bidders had to agree to the rate. The move may expedite the process but is likely to double the work for various agencies at a later stage. The registrations for AADHAR cards under phase II are likely to begin next month.<br /><br />Unlike in phase I, when citizens had to give data such as PAN card number, passport number, personal income, profession, physical handicapped status, NREGA or PDS details, now they will have to answer five questions. According to Santosh Bhogale, Under Secretary (IT) and nodal officer for UID, &ldquo;We have decided to do away with almost 20 data fields. These optional questions had slowed down the process in phase I and meant longer queues. While the agencies in phase I charged Rs 28 to enrol a person and provide a UID card, this time the lowest rate fixed is Rs 24. IT majors Wipro and Karvy are among companies that will conduct the project in Mumbai. IT companies involved in phase I had said Rs 28 was not very profitable and hence lacked incentive to register more people. Despite this, state government officials are hopeful the new rate will bring more people into the UID net. Mumbai had seen less than half of the target registrations in phase I, the main reason being the lack of initiative from IT companies, officials had admitted. According to a senior official, the companies were finding enrolment per person unfeasible in phase I. “The lowest bidder, IT company Glodyne, had quoted Rs 24 due to which other bidders had to agree to the rate. Now all companies will have to charge the same rate,” said Bhogale.
