The ICPS, the Union Women and Child Development Ministry's flagship scheme, was allocated Rs.300 crore in last year's budget, which in the revised estimates for 2010-11 came down to Rs.88 crore only. For 2011-12, the sum proposed for the scheme is Rs.270 crore. &ldquo;This is not going to be adequate to address child protection issues, which is unfortunate,&rdquo; said Thomas Chandy, CEO of Save the Children.<br />
<br />
However, there is a welcome budgetary increase of 176 per cent for the National Child Labour Project, but there were millions of child workers who must be rehabilitated and enrolled in regular school. It was not enough to make allocations but it should be ensured that schemes were implemented.<br />
<br />
The increase in the allocation for the Sarva Shiksha Abhiyan from Rs.15,000 crore to Rs.21,000 crore in 2011-12 seemed 40 per cent, but in reality it did not mean a real increase, as the revised estimates amounted to Rs.19,000 crore, he said.<br />
<br />
There was no increase in the allocation for strengthening teacher training institutions.<br />
<br />
The quality of teaching and the need to train teachers remained a huge problem.

The ICPS, the Union Women and Child Development Ministry's flagship scheme, was allocated Rs.300 crore in last year's budget, which in the revised estimates for 2010-11 came down to Rs.88 crore only. For 2011-12, the sum proposed for the scheme is Rs.270 crore. &ldquo;This is not going to be adequate to address child protection issues, which is unfortunate,&rdquo; said Thomas Chandy, CEO of Save the Children.<br />
<br />
However, there is a welcome budgetary increase of 176 per cent for the National Child Labour Project, but there were millions of child workers who must be rehabilitated and enrolled in regular school. It was not enough to make allocations but it should be ensured that schemes were implemented.<br />
<br />
The increase in the allocation for the Sarva Shiksha Abhiyan from Rs.15,000 crore to Rs.21,000 crore in 2011-12 seemed 40 per cent, but in reality it did not mean a real increase, as the revised estimates amounted to Rs.19,000 crore, he said.<br />
<br />
There was no increase in the allocation for strengthening teacher training institutions.<br />
<br />
The quality of teaching and the need to train teachers remained a huge problem.
