The sub-quota was one of the Congress&rsquo;s 2009 poll promises, but it appears in the current context to be targeted primarily at the sizeable heartland Muslim votebank, and particularly at the over two dozen caste groups recognised as backward Muslims in the state.</div><div style="text-align: justify"><br /></div><div style="text-align: justify">According to some estimates, Muslim votes could tilt the scales at over 100 assembly seats in UP. Muslim votes played a key role in the Congress&rsquo;s impressive performance in 2009 in the state.
