An official of State Urban Development Authority said: &amp;quot;Our infrastructure development work is progressing very well, especially in cities like Mathura and Meerut. We have created clusters of over 5000 homes for slum dwellers in both these cities. According to available data, 67 projects, of the 70 DPRs sent, were approved by the Centre.<br /><br />Under BSUP, the Centre provides assistance to state governments for the integrated development of slums, including development of cluster houses, and other basic amenities like clean drinking water supply, electricity connections and road networks. In UP, the scheme has been sanctioned for seven mission cities, where government officials allege, work is progressing smoothly. An official of State Urban Development Authority said: &quot;Our infrastructure development work is progressing very well, especially in cities like Mathura and Meerut. We have created clusters of over 5000 homes for slum dwellers in both these cities. It is true that acquiring land in larger cities is a key concern, but that is not specific to UP; it is an all-India problem.''<br /><br />And if state government officials are to be believed, though UP's performance has been good, it is their inability to provide utilisation certificates to the Centre in time that is often the reason why the state gets labelled as a laggard. &quot;UC's are made after a lengthy process involving all involved agencies. This takes time. Until UCs are submitted, the Centre does not recognise that work has been done. Fund release is also curtailed. That is not to say that good work is not underway. UP ranks third with 44 lakh slum dwellers

United Nation Development Programme's India Urban Poverty Report, 2009 has pegged the number of slum dwellers in Uttar Pradesh at 44 lakh. The sample survey, which was conducted under the 58th round of the National Sample Survey Organisation, also suggests that UP is next only to Maharashtra and Andhra Pradesh, where 1.2 crore and 52 lakh urban poor are apparently living.
