                <div align="justify">-The Times of India</div><p align="justify"><br /><em>NEW DELHI: </em>Contrary to the perception that the UPA government has been spending more on social sector schemes, a financial audit of the Union government's accounts for 2011-12, tabled in Parliament on Tuesday, reveals that every year, the spending has been coming down drastically on most of the major flagship programmes - by up to 63% in some cases.</p><p align="justify">The largest allocation in the Budget in the last three years has been on the National Rural Employment Guarantee Scheme (NREGS), to the tune of Rs 1,19,200 crore. Against this allocation, the actual expenditure has been only Rs 99,000 crore in three years.</p><p align="justify">For instance, in 2011-12, the government spent 63% less than the budget allocation made for the Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY). The government spent Rs 2,237 crore against the budget allocation of Rs 6,000 crore. In case of NREGA, the government expenditure 27% less that year - Rs 29,000 crore against allocation of Rs 40,000 crore.</p><p align="justify">The government in 2011-12 made a budget allocation of Rs 1,26,312 crore for seven major flagship schemes. Against this, the actual spending was only Rs 1,09,379 crore. It was no different in other years, the exception being 2010-11 when the Centre spent almost twice the budget estimate on two schemes -- Prime Minister's Gramin Sadak Yojna (PMGSY) and Sarva Shiksha Abhiyan (SSA).</p><p align="justify">The mid-day meal scheme (MDM) for school children was no different either. In 2009-10, against an allocation of Rs 8,000 crore, the government spent only Rs 6,900 crore. Next year, the expenditure was Rs 9,100 crore as against budget estimate of Rs 9,400 crore; and in 2011-12, the expenditure was Rs 9,800 crore as against an allocation of Rs 10,000 crore.</p><p align="justify">Even in the popular National Rural Health Mission (NRHM), the government has been consistently spending less every year. The variation over budget estimate was nearly 1% in 2009-10, but in the subsequent years the NRHM spend was Rs 16,000 crore against BE of Rs 17,000 crore in 2010-11 and Rs 17,900 crore as against Rs 19,800 crore in 2011-12.</p><p align="justify">However, the government has been doing well on its expenditure on SSA. Barring 2009-10, in the next two years, the government overspent on the scheme over its budget allocation. </p>               </font>

Against this allocation, the actual expenditure has been only Rs 99,000 crore in three years.</p><p align="justify">For instance, in 2011-12, the government spent 63% less than the budget allocation made for the Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY). The government spent Rs 2,237 crore against the budget allocation of Rs 6,000 crore. In case of NREGA, the government expenditure 27% less that year - Rs 29,000 crore against allocation of Rs 40,000 crore.</p><p align="justify">The government in 2011-12 made a budget allocation of Rs 1,26,312 crore for seven major flagship schemes. Against this, the actual spending was only Rs 1,09,379 crore. It was no different in other years, the exception being 2010-11 when the Centre spent almost twice the budget estimate on two schemes -- Prime Minister's Gramin Sadak Yojna (PMGSY) and Sarva Shiksha Abhiyan (SSA).</p><p align="justify">The mid-day meal scheme (MDM) for school children was no different either.
