New Delhi: The housing ministry is thinking of setting up an institute of urban planning that will act as a think tank as well as train personnel in city planning.

The Prime Minister will chair the governing body of the institute, which will be located in Delhi. The Delhi Development Authority has sanctioned five acres for the institute, to be built with a budget of Rs 300 crore.

The government plans to provide half the funds and raise the remainder from private firms. Many companies, including global consultancy firm McKinsey, have shown interest.

According to a 2010 report of McKinsey, India is the fastest urbanising country in the world and Indian cities are expected to house 590 million people by 2030.

"There is both knowledge and capacity deficit in the urban planning sector," the housing and urban poverty alleviation secretary, Arun Kumar Misra, said.

The government, under the Jawaharlal Nehru National Urban Renewal Mission, has been pushing for a separate municipal cadre of administration. But the proposal hasn't taken off as there are not enough personnel with exclusive training in urban planning.

To begin with, the institute will be a research body operating like a think tank.

"We would like eventually to start training a new lot of urban planners and will be offering PhD and other degree programmes," Misra said.

The housing ministry has got the nod from the expenditure finance committee for the institute. It will now have to get cabinet approval.
