Most of the victims had fled the village after the khap panchayat ordered their social and economic boycott.</p><p align="justify">Gonsalves claimed that provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and the rules which mandated proper rehabilitation, including re-settling the victims at a different place with allotment of land, had not taken place. He, however, said compensation had been paid by the state.</p><p align="justify">The bench asked Haryana counsel P N Misra why so much social tension still prevailed among the castes. In a roundabout manner, Misra said politics was being played on the unfortunate incident and attempts were being made to keep the caste cauldron boiling.</p><p align="justify">The bench asked, "Who is dividing society on caste lines?" When Misra said the powerful and those in power, the court asked him to name them. The counsel said it was difficult for him to take names as he was apprehensive of the fallout of his statement on the state's political fabric, dominated by the powerful and influential khaps.</p><p align="justify">The bench understood the counsel's predicament and said, "We are fearing to speak out (against the powerful and those in power). That is the problem."</p><p align="justify">The court also asked him why alternative land for settlement of the victims had not been identified as was mandated under the law. It also found that the Haryana government was yet to implement many of the provisions of the Act.</p><p align="justify">In a state which has in the past witnessed major fights over ownership of land, Misra said he was apprehensive that allotment of alternative land to a particular community would send a wrong signal. He said the state has already rebuilt the 18 houses which were torched in the April 21, 2010 incident.</p><p align="justify">But the court stuck to the implementation of provisions of SC/ST (Prevention of Atrocities) Act and Rules, which mandated the government to speed up prosecution of cases arising out of atrocities against dalits, appointment of nodal officers to identify caste-oppression areas and also resorting to community fines for such incidents.</p><p align="justify">It asked the Haryana government to provide details to the court on implementation of the Act by Thursday.
