                <div align="justify">-The Times of India</div><p align="justify"><br /> <em>NEW DELHI: </em>Three years of Right to Education has resulted in expansion of schools with 98% of habitations having primary schools within one kilometre and 92% habitations having upper primary schools within three kilometres. The government has now decided to shift the focus on quality of education and decided to formulate national standards for schools' performance to keep students and parents well informed.</p><p align="justify">Making a presentation on RTE and learning outcome survey by NCERT of Class III, V and VIII students, Vrinda Sarup, additional secretary, HRD ministry, said, &quot;The initiative will bring out schools which are performing well and which are not doing that good so that parents are well informed.&quot;</p><p align="justify">She was participating in a convention organized by National Commission for Protection of Child Rights (NCPCR) and Unicef to evaluate RTE's progress. The three-year deadline to implement the infrastructure requirement came to an end last March.</p><p align="justify">Sarup said though a lot has been achieved in meeting RTE parameters, much more ground needed to be covered. She said that against the target of 19.82 lakh teachers, 14.80 lakh have been recruited as of September 30, 2013. She said 90% of schools across the country had toilet facilities while 95% had drinking water supply. Additional classrooms were also added.</p><p align="justify">Sarup highlighted the role of Maharashtra and Madhya Pradesh in implementing 25% reservation for students from economically backward sections of society in neighbourhood schools. During 2013-14, 2,08,731 primary schools and 1,59,731 upper primary schools were sanctioned, she said.</p><p align="justify">On the key issue of redress system for better implementation of the RTE mandate, she said 19 states had set up decentralized grievances redress systems while 34 states had set up school management committees, notifying their roles and responsibilities.</p><p align="justify">Inaugurating the meet, Krishna Tirath, minister for women and child development, said NCPCR and State Commissions for Protection of Child Rights should also monitor out-of-school children to facilitate their access and participation in the schooling system.</p>               </font>
