If either side blinks, a breakthrough may emerge. At the time of going to print, the talks were deadlocked.<br /><br />India and other developing countries argue that a permanent solution is needed because a four-year truce struck at the Bali WTO ministerial in 2013&mdash;the &ldquo;peace clause&rdquo;&mdash;comes to an end in a few weeks.
