अन्ना का आंदोलन- बहस की नई जमीन

भ्रष्टाचार के विरोध में कारगर, ताकतवर और जन-भागीदारी आधारित लोकपाल बिल तैयार करने के लिए  अन्ना हजारे की अगुवाई में चले आमरण अनशन की सफल समाप्ति के बाद बहस की एक नई जमीन तैयार हो रही है। बहस के केंद्र में खुद अन्ना हजारे और आंदोलन का उनका अहिंसक तरीका है तो जन लोकपाल बिल का वह मसौदा भी।

नागरिक संगठनों का एक तबका अन्ना हजारे के हालिया बयानों से असहज है और उनकी धर्मनिरपेक्षता पर अंगुली उठा रहा है।  हजारे के आमरण अनशन को समर्थन देने के साथ-साथ नागरिक संगठनों को यह भी लग रहा है कि लड़ाई का असली मोर्चा भ्रष्टाचार नहीं बल्कि सरकारी शह पर हो रही प्राकृतिक संसाधन की कारपोरेटी लूट है।( देखें एमएपीएम की प्रेस विज्ञप्ति) प्रतिष्ठित नागरिक संगठनों ने अपनी तरफ से बयान जारी करके यह भी कहा है कि लोकपाल बिल के मसौदे को तैयार करते समय  मात्र चंद लोगों को जनता का प्रतिनिधि ना माना जाय  बल्कि विधायी परामर्श की प्रक्रिया को  ज्यादा व्यापक बनाया जाय।(देखें नीचे द हिन्दू(10 अप्रैल) में प्रकाशित विद्या सुब्रम्णयम की रिपोर्ट)

नागरिक संगठन ही नहीं अन्ना हजारे के आमरण-अनशन की सफलता के बाद स्वतंत्र बुद्धिजीवियों का एक मुखर तबका भी असहज महसूस कर रहा है। कुछ बुद्धिजीवियों ने जन लोकपाल विधेयक की वैधानिकता पर सवाल खड़े करते हुए उसे निरंकुशता के विचारों का वाहक माना है तो कुछ ने प्रातिनिधिक लोकतंत्र में विधायी शक्तियों के बंटवारे के तर्क से जनलोकपाल बिल को आप्रसंगिक करार दिया है।(देखें नीचे दी गई लिंक में नीरा चंडोक का लेख, कार्तिकेयन तन्ना का साक्षात्कार और प्रतापभानु मेहता का लेख)  कुछेक लेखों में अन्ना हजारे की मंशा को ठीक मानते हुए भी जनलोकपाल बिल के प्रस्तावों को अव्यावहारिक करार दिया गया है।( देखें तवलीन सिंह और नितिन पई के लेख)  बुद्धिजीवियों की आलोचना का एक दिलचस्प पहलू यह भी है उसमें एक से ज्यादा दफे खुद आमरण-अनशन की सत्याग्रही पद्धति को भयादोहन की तकनीक कहकर आलोचना की गई है।( प्रतापभानु मेहता और नितिन पई का लेख)

Anna Hazare’s statement endorsing and appreciating the ‘Modi-Raj' is unfortunate and unacceptable

 

 It was shocking to find that Anna Hazareji after receiving support by all of us, with millions, publicly appreciated the rule as well rural development work by the Chief Minister of Gujarat, Mr. Narendra Modi. The entire world knows the role played by him and his administration in the Gujarat’s communal riots. His government has only indicated callousness and contempt for the farmers and other natural resource based communities in Gujarat, including those fighting against displacement from their land and livelihood or for rehabilitation.

On the issue of corruption, Modi’s response to the initiative to bring in a strong enactment or to wipe out corruption is, to say the least, only politically motivated. If only he was committed to an institution like the Jan Lokpal, how could the Lokpal’s post be vacant in Gujarat since 2005? His government has suppressed massive corruption in the land purchases while submitted exaggerated data on benefits to the drought areas of Kutch and Saurashtra and the rural population.

In Narmada, we have seen how the adivasis in Gujarat, screaming against the legal violations and deprivation in the rehabilitation work do not receive any response and the Modi Government is ready to submerge the best of agricultural land and generations old villages and township in the dam reservoir in three states.

As a shrewd politician, Mr. Modi knows how to divide the secular force and seek advantage for himself and his party. We shouldn’t however fall prey to this. Anna too must hear and heed to the serious grievances and charges coming from the activists and people in Gujarat against Mr. Modi and his government. Gujarat is growing only for and with the industrialists at the cost of those contributing their land or human labour and now the local communities in Gujarat have also stood up to the challenge the injustices.

All of this clearly indicate a betrayal of rural needy population for his corporate vision. We surely would join many of Gujarat’s progressive activists who know the ground reality and the atrocities against the dalits, adivasis, minorities and other downtrodden population to tell Anna that he should stay away from supporting politicians until and unless they prove their mettle and commitment to people’s causes.  We agree with the letters written by activists Rohit Prajapati and Trupti Shah to Anna, seeking an explanation. The common people of India have supported the battle against corruption with faith in our campaign and credibility as people’s movements based on the core values of equity, justice, democracy, secularism and plurality. This should not be compromised at any cost.

New Delhi, April 8 : It's fourth day of the anti-corruption agitation across the country and NAPM members too joined the struggles across Andhra Pradesh, Uttar Pradesh, Maharashtra and other parts of the country with a demand for Jan Lokpal and addressing the corruption all around. NAPM emphasises the need to repeal the legislations like SEZ Act, Land Acquisition Act and other draconian laws which are facilitating the corruption all around. Addressing the gathering in Hyderabad NAPM AP Convener, B Ramakrishna Raju said, “the need for rooting out the corruption is paramount today and probity in public life along with the transparency and accountability of governments and corporations has to be established.”

Conveners of NAPM Medha Patkar, Bhupender Singh Rawat, Rajendra Ravi, Dr. Sunilam, Dr. Rakesh Rafiq, Faisal Khan; and Vivekanad Mathne (Maharashtra), Akshay Kumar (Orissa), Rajkumar Sinha (MP) from other associated organisations participated in the dharna at Jantar Mantar today.

No Rift in the Agitation, NAPM Reiterates Support

Contrary to media reports in certain sections, Medha Patkar reiterated her support to the agitation and justified the demand for Jan Lokpal, she added, “demand for a joint committee is nothing new, it will only make the law making process more participatory in the country. We are not trying to undermine the sanctity of the Parliament and Constitution, any draft will finally have to be approved by the Cabinet and passed by the Lok Sabha and Rajya Sabha. So, this is not extra constitutional. Perhaps it can pave the way for more progressive legislations in future and similar initiatives must be taken for the proposed land acquisition amendment Act and other Acts with far reaching legislations.”

 

Time for Political Reforms and Wider Struggle

NAPM welcomes the larger upsurge in the country and coming out of the millions of people cutting across caste, religion, class and professional boundaries on the street in support of the demand for rooting out the corruption. The agitation has given a hope for wider political awakening in the country and hopefully the struggles against the corporate corruption, massive loot of natural resources and larger institutional corruption will gain strength from this. NAPM calls for a broader struggle against communalism, patriarchy and casteism in the society too.

We believe the energy generated from this agitation needs to be channelised and onus lies on the secular and democratic political forces of the country to mobilise it for a larger political reform in the country. Our movement have to beware of the communal forces and rabid nationalism in the name of the struggle and such tendencies need to be condemned.

Time for Governments to Act

UPA government must come out in public on this issue and clarify its stand on the corruption and so should the other political parties. It is time not for hiding under the technicalities but it's time for action and NAPM hopes government will respond positively to the demands of the movement.
