Emerging as the government's face in these remote areas, Ramesh talks to ET about the efforts and progress needed to contain the Maoist influence.<br /><br /><em>* Fifteen months of &quot;development&quot; focus in the Naxal-affected areas. What's the progress? <br /></em><br />It's a mixed bag: some progress in Jharkhand, West Bengal and Bihar, but it has been less than satisfactory in parts of Chhattisgarh and affected areas of southwest Odisha. Progress will necessarily be incremental but development is now firmly on the agenda. Everyone accepts that these areas need a vigorous developmental push and that, in fact, you can make meaningful interventions.<br /><br /><em>* It required extreme violence for the government to realise this... <br /></em><br />These are remote, far-removed from centres of political power, and overwhelmingly tribal. Unlike the Dalits and Muslims, tribals are not a political or aggregative force, they are a localised force. Despite the mineral wealth, these districts would have continued to suffer development deprivations. In a perverse way, one can say that if not for the Maoists, these districts would not have been on our radar screen.<br /><br /><em>* What's required? <br /></em><br />These areas require PDS &mdash; political, developmental and security approach.<br /><br /><em>* The line between politicians and Maoists often blurs: how does the political process help to counter Maoists? <br /></em><br />Yes, politicians and political parties in different states have sometimes formal but mostly informal links with the Maoists. What's needed is full fledged political mobilisation: how many rallies or conventions have been held in the area, do we go and listen to people's grievances and then use the political process to settle them. While I don't approve of Mamata Banerjee's outbursts, the fact that she has triggered a political process in Jangalmahal, I give her credit for that. She has ensured that Jangalmahal has both a political and developmental process. It would help if we all could be like Mamata Banerjee and Subendhu Adhikari.<br /><br /><em>* How do you assess success on the developmental front?<br /></em><br />A very good parameter is whether the Pradhan Mantri Gram Sadak Yojna works are moving or not. In Jharkhand, where works were held up for four or five years, things are now moving, but not so in districts like Narayanpur and Bijapur in Chhattisgarh, and Malkangiri in Odisha. Another positive sign is that NREGA has been taken on extensively in these districts. The November 2010 move to allow for cash payments for wage earners has been a major confidence booster cutting out long delays. But my main frustration is with road construction; it is not proceeding at the pace at which I would have liked it to, considering the backlog.<br /><br /><em>* You have stressed roads can tilt the balance, so why the delays? <br /></em><br />Contractors are under repeated threats, and so the response to tenders is poor, and we have to keep tendering repeatedly. There are some forest issues, difficulties in getting the raw material for constructing roads as quarries are at a distance. There are structural issues with the PMGSY programme, we are suggesting changes for Cabinet to consider.<br /><br /><em>* What are the developmental concerns that people raised during your visits? <br /></em><br />Education, health and power &mdash; three issues people raise in each and every of my visit. Rural electricification is a big source of complaint. The Rajiv GandhiGrameen Vidyutikaran Yojna has not taken off. Everybody wants an electricity connection but the transformers have low capacities which can't take the load as you extend electricity connections to households. What you have then are hundreds of burnt-out transformers and no electricity in the area.<br /><br />The sub-centres and primary health care centres are there, the ASHAs are there but there are no doctors to provide medical services. In some districts --as I saw in Bijapur -- there is an extraordinary situation. Foreign organisations like the Red Cross and Medecins Sans Frontieres are providing doctors.<br /><br />Given the hardships, the teachers, who are usually non-tribal and not locally recruited don't want to stay. So the ubiquitous para teacher is providing education but they will be made redundant since the Right to Education doesn't permit untrained teachers. In Dumka, I saw this tribal lady teaching. A tenth class pass, she was very good but she will be made redundant by 2015 as required by law. This is a big issue now and I plan to raise it with the HRD minister.<br /><br /><em>* How will the move to make the Forest Rights Act industry-friendly affect efforts to counter Maoists? <br /></em><br />It is a retrograde move. It will completely emasculate the Forest Rights Act and make a mockery of our stance on tribal empowerment in the context of a strategy to deal with Maoists. If we accept the proposition that tribal displacement, deprivation, disconnect and discontent are at the root of the Maoist problem, then we shouldn't be making the proposed changes. I hope wiser counsel will prevail.<br /><br /><em>* What is required to ensure success of these efforts? <br /></em><br />The coordinated developmental and political push is missing. For the last 15 months, I have been pleading for a political nucleus to look at the problem in its totality. There's no political counterpart to the empowered group of officials looking into the IAP districts. The coordinated push is sadly missing - it's the missing piece of the puzzle.                             <div align="justify">-The Economic Times<br /><br />Over the past 15 months, rural development minister Jairam Ramesh has made more than 150 visits to 41 of the 82 Naxal-affected districts. Emerging as the government's face in these remote areas, Ramesh talks to ET about the efforts and progress needed to contain the Maoist influence.<br /><br /><em>* Fifteen months of &quot;development&quot; focus in the Naxal-affected areas. What's the progress? <br /></em><br />It's a mixed bag: some progress in Jharkhand, West Bengal and Bihar, but it has been less than satisfactory in parts of Chhattisgarh and affected areas of southwest Odisha. Progress will necessarily be incremental but development is now firmly on the agenda. Everyone accepts that these areas need a vigorous developmental push and that, in fact, you can make meaningful interventions.<br /><br /><em>* It required extreme violence for the government to realise this... <br /></em><br />These are remote, far-removed from centres of political power, and overwhelmingly tribal. Unlike the Dalits and Muslims, tribals are not a political or aggregative force, they are a localised force. Despite the mineral wealth, these districts would have continued to suffer development deprivations. In a perverse way, one can say that if not for the Maoists, these districts would not have been on our radar screen.<br /><br /><em>* What's required? <br /></em><br />These areas require PDS &mdash; political, developmental and security approach.<br /><br /><em>* The line between politicians and Maoists often blurs: how does the political process help to counter Maoists? <br /></em><br />Yes, politicians and political parties in different states have sometimes formal but mostly informal links with the Maoists. What's needed is full fledged political mobilisation: how many rallies or conventions have been held in the area, do we go and listen to people's grievances and then use the political process to settle them. While I don't approve of Mamata Banerjee's outbursts, the fact that she has triggered a political process in Jangalmahal, I give her credit for that. She has ensured that Jangalmahal has both a political and developmental process. It would help if we all could be like Mamata Banerjee and Subendhu Adhikari.<br /><br /><em>* How do you assess success on the developmental front?<br /></em><br />A very good parameter is whether the Pradhan Mantri Gram Sadak Yojna works are moving or not. In Jharkhand, where works were held up for four or five years, things are now moving, but not so in districts like Narayanpur and Bijapur in Chhattisgarh, and Malkangiri in Odisha. Another positive sign is that NREGA has been taken on extensively in these districts. The November 2010 move to allow for cash payments for wage earners has been a major confidence booster cutting out long delays. But my main frustration is with road construction; it is not proceeding at the pace at which I would have liked it to, considering the backlog.<br /><br /><em>* You have stressed roads can tilt the balance, so why the delays? <br /></em><br />Contractors are under repeated threats, and so the response to tenders is poor, and we have to keep tendering repeatedly. There are some forest issues, difficulties in getting the raw material for constructing roads as quarries are at a distance. There are structural issues with the PMGSY programme, we are suggesting changes for Cabinet to consider.<br /><br /><em>* What are the developmental concerns that people raised during your visits? <br /></em><br />Education, health and power &mdash; three issues people raise in each and every of my visit. Rural electricification is a big source of complaint. The Rajiv GandhiGrameen Vidyutikaran Yojna has not taken off. Everybody wants an electricity connection but the transformers have low capacities which can't take the load as you extend electricity connections to households. What you have then are hundreds of burnt-out transformers and no electricity in the area.<br /><br />The sub-centres and primary health care centres are there, the ASHAs are there but there are no doctors to provide medical services. In some districts --as I saw in Bijapur -- there is an extraordinary situation. Foreign organisations like the Red Cross and Medecins Sans Frontieres are providing doctors.<br /><br />Given the hardships, the teachers, who are usually non-tribal and not locally recruited don't want to stay. So the ubiquitous para teacher is providing education but they will be made redundant since the Right to Education doesn't permit untrained teachers. In Dumka, I saw this tribal lady teaching. A tenth class pass, she was very good but she will be made redundant by 2015 as required by law. This is a big issue now and I plan to raise it with the HRD minister.<br /><br /><em>* How will the move to make the Forest Rights Act industry-friendly affect efforts to counter Maoists? <br /></em><br />It is a retrograde move. It will completely emasculate the Forest Rights Act and make a mockery of our stance on tribal empowerment in the context of a strategy to deal with Maoists. If we accept the proposition that tribal displacement, deprivation, disconnect and discontent are at the root of the Maoist problem, then we shouldn't be making the proposed changes. I hope wiser counsel will prevail.<br /><br /><em>* What is required to ensure success of these efforts? <br /></em><br />The coordinated developmental and political push is missing. For the last 15 months, I have been pleading for a political nucleus to look at the problem in its totality. There's no political counterpart to the empowered group of officials looking into the IAP districts. The coordinated push is sadly missing - it's the missing piece of the puzzle.                             <div align="justify">-The Economic Times<br /><br />Over the past 15 months, rural development minister Jairam Ramesh has made more than 150 visits to 41 of the 82 Naxal-affected districts. Emerging as the government's face in these remote areas, Ramesh talks to ET about the efforts and progress needed to contain the Maoist influence.<br /><br /><em>* Fifteen months of &quot;development&quot; focus in the Naxal-affected areas. What's the progress? <br /></em><br />It's a mixed bag: some progress in Jharkhand, West Bengal and Bihar, but it has been less than satisfactory in parts of Chhattisgarh and affected areas of southwest Odisha. Progress will necessarily be incremental but development is now firmly on the agenda. Everyone accepts that these areas need a vigorous developmental push and that, in fact, you can make meaningful interventions.<br /><br /><em>* It required extreme violence for the government to realise this... <br /></em><br />These are remote, far-removed from centres of political power, and overwhelmingly tribal. Unlike the Dalits and Muslims, tribals are not a political or aggregative force, they are a localised force. Despite the mineral wealth, these districts would have continued to suffer development deprivations. In a perverse way, one can say that if not for the Maoists, these districts would not have been on our radar screen.<br /><br /><em>* What's required? <br /></em><br />These areas require PDS &mdash; political, developmental and security approach.<br /><br /><em>* The line between politicians and Maoists often blurs: how does the political process help to counter Maoists? <br /></em><br />Yes, politicians and political parties in different states have sometimes formal but mostly informal links with the Maoists. What's needed is full fledged political mobilisation: how many rallies or conventions have been held in the area, do we go and listen to people's grievances and then use the political process to settle them. While I don't approve of Mamata Banerjee's outbursts, the fact that she has triggered a political process in Jangalmahal, I give her credit for that. She has ensured that Jangalmahal has both a political and developmental process. It would help if we all could be like Mamata Banerjee and Subendhu Adhikari.<br /><br /><em>* How do you assess success on the developmental front?<br /></em><br />A very good parameter is whether the Pradhan Mantri Gram Sadak Yojna works are moving or not. In Jharkhand, where works were held up for four or five years, things are now moving, but not so in districts like Narayanpur and Bijapur in Chhattisgarh, and Malkangiri in Odisha. Another positive sign is that NREGA has been taken on extensively in these districts. The November 2010 move to allow for cash payments for wage earners has been a major confidence booster cutting out long delays. But my main frustration is with road construction; it is not proceeding at the pace at which I would have liked it to, considering the backlog.<br /><br /><em>* You have stressed roads can tilt the balance, so why the delays? <br /></em><br />Contractors are under repeated threats, and so the response to tenders is poor, and we have to keep tendering repeatedly. There are some forest issues, difficulties in getting the raw material for constructing roads as quarries are at a distance. There are structural issues with the PMGSY programme, we are suggesting changes for Cabinet to consider.<br /><br /><em>* What are the developmental concerns that people raised during your visits? <br /></em><br />Education, health and power &mdash; three issues people raise in each and every of my visit. Rural electricification is a big source of complaint. The Rajiv GandhiGrameen Vidyutikaran Yojna has not taken off. Everybody wants an electricity connection but the transformers have low capacities which can't take the load as you extend electricity connections to households. What you have then are hundreds of burnt-out transformers and no electricity in the area.<br /><br />The sub-centres and primary health care centres are there, the ASHAs are there but there are no doctors to provide medical services. In some districts --as I saw in Bijapur -- there is an extraordinary situation. Foreign organisations like the Red Cross and Medecins Sans Frontieres are providing doctors.<br /><br />Given the hardships, the teachers, who are usually non-tribal and not locally recruited don't want to stay. So the ubiquitous para teacher is providing education but they will be made redundant since the Right to Education doesn't permit untrained teachers. In Dumka, I saw this tribal lady teaching. A tenth class pass, she was very good but she will be made redundant by 2015 as required by law. This is a big issue now and I plan to raise it with the HRD minister.<br /><br /><em>* How will the move to make the Forest Rights Act industry-friendly affect efforts to counter Maoists? <br /></em><br />It is a retrograde move. It will completely emasculate the Forest Rights Act and make a mockery of our stance on tribal empowerment in the context of a strategy to deal with Maoists. If we accept the proposition that tribal displacement, deprivation, disconnect and discontent are at the root of the Maoist problem, then we shouldn't be making the proposed changes. I hope wiser counsel will prevail.<br /><br /><em>* What is required to ensure success of these efforts? <br /></em><br />The coordinated developmental and political push is missing. For the last 15 months, I have been pleading for a political nucleus to look at the problem in its totality. There's no political counterpart to the empowered group of officials looking into the IAP districts. The coordinated push is sadly missing - it's the missing piece of the puzzle. Jairam Ramesh, rural development minister interviewed by The Economic Times

-The Economic Times Over the past 15 months, rural development minister Jairam Ramesh has made more than 150 visits to 41 of the 82 Naxal-affected districts. Emerging as the government's face in these remote areas, Ramesh talks to ET about the efforts and progress needed to contain the Maoist influence. * Fifteen months of "development" focus in the Naxal-affected areas. What's the progress? It's a mixed bag: some progress in Jharkhand, West Bengal and Bihar, but it has been less than satisfactory in parts of Chhattisgarh and affected areas of southwest Odisha. Progress will necessarily be incremental but development is now firmly on the agenda. Everyone accepts that these areas need a vigorous developmental push and that, in fact, you can make meaningful interventions. * It required extreme violence for the government to realise this... These are remote, far-removed from centres of political power, and overwhelmingly tribal. Unlike the Dalits and Muslims, tribals are not a political or aggregative force, they are a localised force. Despite the mineral wealth, these districts would have continued to suffer development deprivations. In a perverse way, one can say that if not for the Maoists, these districts would not have been on our radar screen. * What's required? These areas require PDS — political, developmental and security approach. * The line between politicians and Maoists often blurs: how does the political process help to counter Maoists? Yes, politicians and political parties in different states have sometimes formal but mostly informal links with the Maoists. What's needed is full fledged political mobilisation: how many rallies or conventions have been held in the area, do we go and listen to people's grievances and then use the political process to settle them. While I don't approve of Mamata Banerjee's outbursts, the fact that she has triggered a political process in Jangalmahal, I give her credit for that. She has ensured that Jangalmahal has both a political and developmental process. It would help if we all could be like Mamata Banerjee and Subendhu Adhikari. * How do you assess success on the developmental front? A very good parameter is whether the Pradhan Mantri Gram Sadak Yojna works are moving or not. In Jharkhand, where works were held up for four or five years, things are now moving, but not so in districts like Narayanpur and Bijapur in Chhattisgarh, and Malkangiri in Odisha. Another positive sign is that NREGA has been taken on extensively in these districts. The November 2010 move to allow for cash payments for wage earners has been a major confidence booster cutting out long delays. But my main frustration is with road construction; it is not proceeding at the pace at which I would have liked it to, considering the backlog. * You have stressed roads can tilt the balance, so why the delays? Contractors are under repeated threats, and so the response to tenders is poor, and we have to keep tendering repeatedly. There are some forest issues, difficulties in getting the raw material for constructing roads as quarries are at a distance. There are structural issues with the PMGSY programme, we are suggesting changes for Cabinet to consider. * What are the developmental concerns that people raised during your visits? Education, health and power — three issues people raise in each and every of my visit. Rural electricification is a big source of complaint. The Rajiv GandhiGrameen Vidyutikaran Yojna has not taken off. Everybody wants an electricity connection but the transformers have low capacities which can't take the load as you extend electricity connections to households. What you have then are hundreds of burnt-out transformers and no electricity in the area. The sub-centres and primary health care centres are there, the ASHAs are there but there are no doctors to provide medical services. In some districts --as I saw in Bijapur -- there is an extraordinary situation. Foreign organisations like the Red Cross and Medecins Sans Frontieres are providing doctors. Given the hardships, the teachers, who are usually non-tribal and not locally recruited don't want to stay. So the ubiquitous para teacher is providing education but they will be made redundant since the Right to Education doesn't permit untrained teachers. In Dumka, I saw this tribal lady teaching. A tenth class pass, she was very good but she will be made redundant by 2015 as required by law. This is a big issue now and I plan to raise it with the HRD minister. * How will the move to make the Forest Rights Act industry-friendly affect efforts to counter Maoists? It is a retrograde move. It will completely emasculate the Forest Rights Act and make a mockery of our stance on tribal empowerment in the context of a strategy to deal with Maoists. If we accept the proposition that tribal displacement, deprivation, disconnect and discontent are at the root of the Maoist problem, then we shouldn't be making the proposed changes. I hope wiser counsel will prevail. * What is required to ensure success of these efforts? The coordinated developmental and political push is missing. For the last 15 months, I have been pleading for a political nucleus to look at the problem in its totality. There's no political counterpart to the empowered group of officials looking into the IAP districts. The coordinated push is sadly missing - it's the missing piece of the puzzle.
