'Central forces required for rural polls in Bengal'

Kolkata: Emphasising the need for deploying Central paramilitary forces for conducting free and fair rural polls in the State, counsel for the State Election Commission told the Calcutta High Court here on Thursday that it was akin to handing over investigations of a sensitive case to the Central Bureau of Investigations (CBI) to ensure an "impartial" probe.

At the hearing, counsel for the Commission Samaraditya Pal, cited various instances where the Court has handed over the investigations of a case to the CBI in the State such as the probe into the 2007 police firing in Nandigram and the death in mysterious circumstances of computer graphics teacher Rizwanur Rahman.

Similarly, Mr. Pal said the Court may direct the State government to deploy Central paramilitary forces to conduct the polls.

The Commission has demanded 800 companies of Central paramilitary forces for conducting the polls.

Advocate General Bimal Chatterjee, however, said the forces already available with the State would be adequate if the polls are held in two phases.

However, the Commission has recommended that the polls be held in three phases, which is a major bone of contention between the Commission and the Trinamool Congress government.

Speaking at a public rally later in the day, Chief Minister Mamata Banerjee blamed all the political parties - the Communist Party of India (Marxist), the Congress and the Bharatiya Janata Party - for dragging the matter to Court.

"And what did I do? I went ahead and made arrangements for the panchayat elections to be held," Ms. Banerjee said.

Significantly, Justice Biswanath Somadder, who is hearing the matter, has not allowed counsels of political parties to present their submissions before the Court so that the matter may be disposed off speedily.
